Yi Pengfei stated on the scheduling conference of key industrial projects of Chenzhou city

It was reported that the scheduling conference of key industrial projects of Chenzhou city was hosted by Yi Pengfei in the afternoon of December 16, 2015. Yi stated that it should focus on the investment attraction to promote the normalization of projects’ scheduling and promote the construction of industrial projects via changing ideas and enhancing measures.

According to the bulletin released by Chenzhou Key Projects Coordination Team Office that till the end of this November, 23.39billion yuan have been finished for the 150 key projects, accounting for 93.36% of annual task. 143 ones have been started, accounting for 95%; 79 ones have been finished, accounting for 52.67%; and 7 ones haven’t been launched yet. 116 ones are being promoted with over 90%, while 16 ones are less than 50%.
It focused on the scheduling of some key problems on the conference, such as land-utilization index, land demolition, pole removal, procedure, funds-collection, infrastructure supporting, and etc.

After listening to the reports of the attendees, Yi stated that in order to well handle the development of industrial projects, we should pay closer attention on following “three-switch”: switching from government debt financing to investment attraction and industrial development, which would help to lay solid foundation to the industrial development; switching from unidirectional selection to multi-directional selection for the investment attraction, especially switching from non-ferrous metals investment attraction to “five development concepts” for accurate attraction and selection; switching from dispersed layout of industrial projects to concentrated gathering in industrial park, which is purposely to improve the industrial parks to be low-lying land of industries, enterprises, and fortunes.

Yi also said in order to improve the industrial development, we should pay closer attention on following four work: first, highlighting the investment attraction, it should be promoted as the priority among priorities by handling different measures to create sound atmosphere. It should be handled out selectively by focusing on “five development concepts” listed by the central government to introduce the projects and strategic investors well meet the State’s industrial policies. It should be promoted with perseverance to guarantee its effects. Second, paying closer attention on platform construction, the top-grade industrial service platforms should be established by highlighting the leading role of industrial park and management. The industry layout of industrial parks should be further optimized on the basis of scientific planning, correct direction and requirement of development of industrial chain. The utilization effects of resources should be improved by enhancing the awareness of saving resources and lands. Third, well handling the preliminary work, it should be upgraded to promote the projects by enhancing the work of package, reserve and development. Fourth, normalizing the projects scheduling, the scheduling work should be further enhanced practically by paying closer attention on key projects and key enterprises to promote the construction of all projects settled down in industrial parks.
