It was learned from Chenzhou Commercial Bureau and some other departments that Chenzhou city took active actions on carrying out “the comments on supporting the docking between rural professional cooperatives and urban communities” which was proposed by Yang Guiyuan- one of the representatives of Chenzhou Municipal People’s Congress from Guidong delegation in last Chenzhou municipal “two sessions”. It greatly helped to promote the effective docking between rural professional cooperatives and urban communities.

As Yang Guiyuan suggested, the docking work should be led by the commercial departments; relative working mechanism should be established to enhance the cooperation among departments and some policies concerned for issuing license to rural professional cooperatives to open businesses in urban area should be released as well; and more investments and favorable policies should be placed on supporting the work.

It was learned from Chenzhou Commercial Bureau that Chenzhou city has been enrolled into agricultural products modern distribution pilots of China by the State Commercial Ministry and the State Finance Ministry. 2 agricultural products wholesale markets, 12 farmers’ markets covered with over 2000square meters of each, and 4 rural-supermarket docking projects were confirmed as the key projects of agricultural products modern distribution pilots. Chenzhou Commercial Bureau figured out scientific planning for the living supermarkets in communities that 84 supermarkets would be distributed in the central urban areas till 2030. It also took active action to encourage the leading enterprise, professional cooperatives, production base, and agricultural products circulation enterprises to establish direct-sale stores of agricultural products in urban communities, which was purposely to decrease some intermediate steps via this direct docking between production and marketing.

It was learned from Chenzhou Agricultural Commission that series joint cooperatives with the purpose of direct-sale and some franchises and direct-sale stores were established in Chenzhou city, which gradually formulated an agricultural production and marketing chain with the foundation of cooperative-drive planting, with the center of distribution service of joint cooperatives, with the supporting point of direct-sale stores in communities, and with the guarantee of “brand+ quality control system+ standardized production”. The industrial chain connects the two ends- grassroots rural cooperatives and citizens together, which effectively helped solve the marketing problems and purchasing problem faced by the two ends.

It was also learned from Chenzhou Commercial Bureau that on receiving the comment proposed by Yang Guiyuan, it carried out a profound study and confirmed that the branches of rural professional cooperatives in central urban areas can be registered in Beihu district and Suxian district accordingly before the bureau issuing new reform policies. Currently, the registration work for the branches were being handled out well.
