It was learned from Hunan poverty alleviation & well-off society construction conference that Zixing city’s realization degree of well-off society ranked the 3rd place among 47 secondary counties and districts of Hunan province in 2015, it won the award of “top 10 county of promoting well-off society construction”, and ranked the 4th place of the assessment of “strong county of economy” in Hunan province which was its best record. All of those indicated that Zixing city got closer to the target of well-off society.

From 2015, zixing city followed the concept of “transformation, overall, and harmonious development” to upgrade its economic development quality, optimize industrial structure, promote increase of income, implement ecological protection, enhance reform, improve well-being condition, all of which upgrade the well-off society construction well. It also carried out “6 battles” on projects construction, obtaining capitals and projects, investment construction, promoting consumption, supporting for enterprises, and increase of finance and taxation, which grant stable and sound development of economy. It total GDP was amounted to 30billion yuan with an increase of 9% which was 0.5% and 0.2% higher than Hunan provincial and Chenzhou municipal level. It won the award of Hunan provincial red-banner unit of new industrialization assessment for 6 consecutive years and enrolled into the first batch of national demonstration of circular economy pilots. Zixing Economy Development Zone was honored as “first batch of Hunan province demonstrations of new industrialization-new material industry”.

Along with the economy development, Zixing city placed much attention on ecological civilization construction. Thanks to its construction on national model city for environmental protection and national demonstration pilots of ecological civilization, Zixing city was enrolled into the first batch of Hunan provincial reform pilots of ecology redlining. It promoted the balance attention on the improvement of urban and rural environment and carried out “5 prohibitions” on felling, hunting, herding, barren, and fire which helped to upgrade its forest coverage rate to be 74.73%. It implemented some key forestry ecological projects as urban area greening, channel greening, mine recovery, and etc., which helped to establish 9 national level ecological towns that enabled it to be the exclusive city of Hunan province which is with full coverage of ecological town.

Furthermore, it deeply implemented the demonstration construction of “ten towns and 100 villages” and carried out the establishment work on “beautiful towns” and “beautiful villages”. It placed more than 50million yuan on building some central towns as Bailang-characteristic tourism town, Liaojiang-“Hunan- Liaojiang small town”, Sandu- “mine trade small town”, and etc. It was honored with the award of “Hunan provincial advanced city socialism new rural construction”. It also placed much attention on the development of ecological, leisure, and sightseeing agriculture. The 3rd “Dongjiang Lake- Liaojiang” cole flower event, 2nd China Dongjiang Lake “dating with Zhoumensi” pear flower hiking event, “Dongjiang Lake- Sandu” Liuhuwan 1st Lotus festival, and other leisure agriculture activities were held in the city. More than 170million yuan revenue was gained by leisure agriculture in 2015, up 30.1%. Per capita disposable income of urban and rural residents were with the increasing rate of higher than 10% for 5 consecutive years, which drove farmers to improve the well-off society construction effectively.
