When reporters arrived at Xinben village, Huangsha town, Yizhang county on March 16, 2016, Li Faliang who is the president of Chuangxiang Planting and Breeding Professional Cooperative was guiding people to take care of water melon seedlings. Thanks for Hunan Tobacco Co., Ltd.’s help on building the roads and facilitating it with electricity and water supply, the professional cooperative placed over 8million yuan on renting 150mu lands to build more than 300 greenhouses for cultivation of watermelon, strawberry, Hami melon, edible and officinal rose, and etc. 320 poverty stricken people of 98 families were benefited from the support.

Cheng Benfa- Secretary of Village Party Branch said to the reporters: “after the working team settled in our village in the beginning of 2016, great improvements were being gained one by one.”

The poverty stricken families will remove from the remote mountainous areas

Xinben village is located in poverty alleviation area of Luoxiao Mountain. Its population is 2643, 529 of whom from 157 low-income families and registered poverty stricken families are covered in poverty alleviation plan.

From last March, followed the instruction of Hunan Provincial Party Committee and Hunan Government, Hunan Tobacco Co., Ltd. was in charge of supporting the poverty alleviation of Xinben village. The working team investigated the poverty stricken families one by one and figured out specified responsibilities and measures accordingly. At the meantime, followed the concept of “improving village by education, industry, and ecology”, the company carried out the supporting work orderly.

Zhang Guoquan who is one of the poverty stricken villagers of Ouzhichong natural village of Xinben village said: “my home is about 5kms away from our village center and is very inconvenient to travel outside, even hard to get drinking water. But thanks to the supporting team, now I’m capable to move out the mountainous corner and settled down in the new houses built in Furongwan.”

The reporters visited “Furongwan” integrated housing project afterward. On the construction site, workers were working hard on handling the pipe network and plumbing work. It was introduced by Xiao Bing- the Team Leader of Supporting Team of Hunan Tobacco Co., Ltd. that the villagers from Ouzhichong and Xichong natural village, 10 poverty stricken families, 3D level dangerous building families, and five-guarantee families of the village were covered into the first phase of Furongwan community. Currently, the work for planning design and “three supplies and one leveling” has been finished and it would be processed to the construction of 50 buildings, entertainment center for the aged, leisure square, and some other supporting facilities.

28 supporting projects were handled well

When reporters arrived at the hills of Yangmeichong, Xinben village, some farmers were leveling the terraced fields by excavators and planning to cultivate navel oranges there. Huang Xiaowu- Accountant of the village said there are 8696mu lands available in Xinben village, 4690mu of which are mountainous and forest lands. It used to rent 2000mu lands for some companies by land transfer to cultivate navel orange. Every village can only get 20yuan/mu/year rentals and work there. The supporting team placed 200,000yuan to establish three professional cooperatives to handling different businesses, donated computers and other office facilities, and assisted all the poverty stricken families with 5000yuan/family supporting funds. The professional cooperatives were being improved rapidly with all the assistance, and they shared 8% bonus of the profits with the poverty stricken families. Furthermore, the working team released over 4000 seedlings for the villagers for free and facilitated free tobacco seedlings to the tobacco planters as well. Currently, all the barren mountains and plow lands are being used efficiently.

In order to handle the poverty alleviation work, the cadres and workers of Hunan Tobacco Co., Ltd. donated 0.57million yuan and some other materials. Furthermore, the company handled out different measures to collect 3million yuan and integrated over 10million yuan to handle 28 supporting projects on infrastructure, well-being, industrial poverty alleviation, “rain and dew plan”, culture, and grass root party construction. Till now, 15 projects as tap water, solar street lamp, school, reading room, reconstruction of channel, 150mu fruit and vegetable base, 2000mu fruit base, and etc. have been finished. 10 projects were being promoted orderly, such as reconstruction of 5000mu high standard tobacco and farm track which was covered with 5million yuan investments, entertainment center for the aged which was planned to be with 1.3million yuan investments was being processed to bidding step. 3 projects were launched and being processed to construction step. All the villagers are satisfied with those profitable projects.

Villagers can pay tap water fees by card

Huang Guoxiu- one of the poverty stricken villagers of Xinben village showed the tap water pipes to the reporters and said: “all the water meters are intelligent and the fees can be paid by card. We just need to pay 860yuan of the total 3000yuan installation fees, while the rest was settled by the working team.”

According to the test handled out by Disease Control Center of Yizhang County that the well water of Xinben village is disqualified with the drinking water standard. The working team signed contract with Huangshan Water Supply Plant and collected 1.5million yuan funds to facilitate the families of all natural villages with the tap water. Furthermore, all the water meters were digital ones which can be paid by card, which enabled the village to be the first administrative village facilitated with smart water supply.

With the help of the working team, 132 people got jobs; 73 poverty stricken families were issued with 3.529million yuan “financial support” loans, which enabled each family to be benefited with 10% profits from the enterprise every year. It was estimated that the annual income of the poverty stricken people of Xinben village can increase over 1500yuan and 150 people can get rid of poverty.
