It is a miniature for Guiyang county’s promotion of key projects that Guidian Jinyuan gold project which is with 820million yuan investment and estimated to be with annual output volume of 5tons of gold and 20,000tons of antimony was launched on April 8, 2016. In 2016, the first batch of 28 key industrial projects with total budget investment of 15.785billion yuan was arranged by the county, including 4.366billion yuan annual plan. In the first quarter, 790million yuan investment has been finished by the county, accounting for 18% of the annual plan. 19 projects have been launched.

2016 is the first year for the implementation of “13th five-year plan”, as well as the key year for “four-year action” of Chenzhou Municipal Party Committee and Chenzhou City. Followed the integral deployment of the four-year action of key projects, Guiyang county selected out about 20 key industrial projects. 400,000-ton lead and zinc smelting, Guiyang wind power generation, Guixin expressway (Guiyang section), Chenzhou-Guiyang light rail, Guiyang Renyi utility airport, Xingyongchengan railway (Guiyang section), and other key projects would be carried out scientifically with all the efforts of the county.

In recent years, followed the specified working scheme as “one project, one leader, one team, one target, whole-process follow-up”, all departments of Guiyang county provided fast and convenient services for the key projects and carried out different activities as “one-hundred battle” and “month for accelerating the procedure of key projects”. With their efforts, National Fitness Program Center (basketball court), Zhaoyang School, expansion of Lufeng Middle school, and other projects were finished or almost finished; Silver Star Company’s 1.5-ton zinc ingot and comprehensive recovery and electricity generation of waste heat and excess pressure, Leno Bio-pharmacy, main station of Jinhuang pipeline gas, Lijiadong-Xiaobu highway (Guiyang section), and other projects were being promoted. Concerned for the problems discovered and selected via “the visit for key projects”, all should be solved within specified time. Some more innovative working model should be carried out to promote the coordination of projects. The working groups of industry, agriculture, modern service, investment attraction, and etc. should figure out specified working solution to reach expected targets. The scheduling conference should be held regularly to solve the problems hindered on the way of construction. More attention should be paid on the communication with upper level government to settle the projects.

Thanks to the promotion of key projects, Guiyang county’s economy and society were being promoted greatly, keeping ranking the top 10 of Hunan province. In 2015, its GDP was estimated to hit 31.6billion yuan and fixed assets investments were amounted to 30.7billion yuan.
