It was reported that Hunan provincial working conference of industrialization poverty alleviation was held in Yizhang county from May 30-31, 2016. It was required that the industrialization poverty alleviation should be improved firmly to increase poor people’s income and help them to lift out of poverty. Dai Daojin- Vice-Governor of Hunan Province attended the conference and delivered important speeches there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City presented typical promotion speech on there.

It summarized earlier work on industrialization poverty alleviation and labor service cooperation and deployed the work for next stage.

Dai Daojin highly affirmed the industrialization poverty alleviation work handled out by Chenzhou city and required other cities to study its sound experience. Dai emphasized that all departments should be aware of the significance for well handling the industrialization poverty alleviation and should further improve the working mechanism; should grasp the key point to increase poor people’s income; should find the joint point and enhance the working measures to improve new agricultural entities to be the key powers for industrialization poverty alleviation; should find the common point to transfer the advantages of rural labor forces and characteristic resources to be real profits and promote poverty measures as rural land contractual management rights; should find the foothold to reach “triple-win” among government, enterprise, and poor people by improving industries with comprehensive measures; should improve the integration of different industries; should solve the narrow-neck problems with all efforts; should summarize the work regularly to popularize sound working experience; and should enhance the leadership to take charge of improving the work.

Dai emphasized that great efforts should be tried on labor service cooperation. It should be identified accurately to figure out the real situation of poor labor forces; should be docked accurately to provide docking platform for enterprises and poor labor forces and improve the working efficiency accordingly; should be provided with accurate services as training, favorable policies, and etc.; and should be provided with enhanced organization support.

Qu Hai stated on his speech that on the basis of accurate identification, Chenzhou kept improving industrialization poverty alleviation. It paid closer attention on “hematopoiesis” and improvement of green ecological industries; greatly improved the development of tourism industry, especially on rural tourism and construction of rural tourism demonstrations; made great efforts on improving “industrial parks” by implementing “1555” working plan; played the best advantages of “internet” by implementing “rural broadband” project and exploring “internet+ poverty alleviation” model; and popularized “ecology brand” to attract investments.

Qu Hai stated that Chenzhou city would seize the chance to promote the poverty alleviation work and would try all bests to lift people out of poverty in advance of other cities of Hunan province with the guidance of “five development concepts”, Hunan provincial “three guarantee” targets, old revolutionary areas’ spirit, advanced experience of other cities, and strong minds.
