In order to fully promote “mass entrepreneurship, mass innovation” and explore the joint mechanism of economic development and expansion of employment, YiZhang Human Resources and Social Management Bureau carried out the application of “Hunan provincial demonstration of expansion of employment by entrepreneurship and innovation” on the basis of Hunan provincial and Chenzhou municipal instructive spirits and requirements. Assisted with internet, newspaper, TV, Wechat, and some other propagandizing ways, the selection solution and some favorable policies which would be issued to the county once the county was selected to be the demonstration were well popularized in the county and a lot of people were mobilized to join in the innovation and entrepreneurship.

It was learned that the bureau enhanced the coordination on industrial development, adjustment of economic structure, and poverty alleviation work on the process of recommending the typical ones; played the positive guiding role of government to recommend the typical enterprises met local industrial development; and tried to polish the typical cases and explore their spiritual connotation. All the recommendations should be followed the tenets of volunteer submission and merit-first, and the recommendation procedures should be fair, just, and real.

After the procedures of submission, preliminary review, Chenzhou mucnipal level review, Hunan provincial level review, online publicity, and etc., Yizhang county gained great achievements on this selection. Chen Mao- General Manager of Loytang Ecological Fruit Farm was selected as “advanced individual”, Hunan Baijieli Packing and Publishing Co., Ltd. was selected as “excellent initiating enterprise”, and Laowangchong was selected as “2015 Hunan provincial demonstration village of expansion of employment by entrepreneurship and innovation”.

Concerned for all the newly selected enterprises and individuals, the bureau would take active actions on implementing the supporting policies to improve their sound development; would enhance the follow-up service to play the best driving roles of the demonstrations; would promote the propaganda work to popularize the sound experiences, all of which are purposely to promote the employment of Yizhang county by the development of the county’s entrepreneurship and employment.
