It was learned from the official website of the State Tourism Bureau that in order to well implement the rural tourism poverty alleviation projects, play the best roles of rural tourism on accurate poverty alleviation, the State Tourism Bureau, the State Reform and Development Commission, the State Land and Resources Department, and some other departments issued the “Solution on Rural Tourism Poverty Alleviation” (short for “the solution”). 1978 villages from Hunan Province were enrolled into the list, 191 of which were from Chenzhou City. All the villages shown on the list can be favoured with some special policies and funds.

As stated on “the solution”, it aimed to lift 7.47 million poverty stricken people from 22,600 villages of 25 provinces out of poverty during the “13th five-year plan” period by improving rural tourism. It would try to reach the target of one million yuan tourism revenue and 10000yuan annual income for the 10000 villages and local people respectively.

Five key tasks listed on “the solution” for the rural tourism poverty alleviation projects were as follow: first, figuring out the planning scientifically; second, improving the tourism infrastructure condition of the poverty alleviation villages; third, developing some more rural tourism products; forth, promoting the propaganda and marketing of rural tourism; fifth, improving the training of talents on rural tourism.

It also stated on “the solution” that eight special actions would be carried out during the period as well: comprehensive treatment of rural environment, public tourism planning, promotion of spare items for rural tourism and tourism ecommerce, enterprises’ assistance, entrepreneurships, financial support, innovation of poverty alleviation model, and upgrading of the talents.
