Along with the electronic bidding system of water conservancy projects has been placed to operation, the items in Chenzhou City as projects construction, government procurement, assignment of land use and mining rights, state-owned property rights, and etc. have almost been proceeded for the electronic trading. It indicates that Chenzhou City’s trading of public resources has been promoted into electronic era.

In the morning of October 12, 2016, electronic bidding system of water conservancy projects was placed into operation in Chenzhou Public Resources Trading Centre. Yongle channel medium-size irrigation water-saving supporting project was the first project handled out via the system. It was learned that all the processes as inviting bidding, bidding, opening of bids, evaluation of bids, administrative supervision, and other relative processes were carried out online and no registration of application required. The bidding files were uploaded and downloaded via internet, and the third-party payment platforms and deposit management system were applied to the processes. All deposits were supervised by Chenzhou Pubic Resources Trading Centre.

The electronic trading method is more convenient for the bidders to handle the submission procedures. The direct contacts among bidders, agents, trading centre, supervision departments, banks, and etc. were much less than before, so the information can be kept confidential and some illegal behaviors can be avoided effectively. At the meantime, all the submission procedures can be monitored and kept in record by the technologies, which is better for supervision and significant to grant the public with a high efficient, clean, and sunshine public resources trading environment.

As required by the State Council, the public resources trading should be upgraded electronically by June, 2017. It is a new breakthrough for the informatization of Chenzhou City’s public resources trading that the electronic bidding system of water conservancy projects was placed to operation. According to the record, more than 1000 trades of public resources have been handled out by Chenzhou City, saving 210million yuan.
