It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee met Liang Qiangkai- President of China Development Bank, Hunan Branch and his investigation team. The two parties shared their ideas on improvement of projects construction, rural comprehensive service platform, and etc.

According to the data recorded of China Development Bank, Hunan Branch that till now it has developed 30 clients on urban construction in Chenzhou City, working on 148 projects with 16.1billion yuan. In 2016, the branch promised to issue 8.9billion yuan on 23 projects. In the meantime, Chenzhou Urban Development Funds has been established in this February. The total scale of budget was estimated to be reached 7billion yuan, which would provide powerful capital support for Chenzhou City’s development of key fields and weak points.

Liang Qingkai stated that the branch would try the best to place the loans in soonest time and most convenient channel on the basis of Chenzhou City’s practical condition and its plan of economic and social development.

The branch will innovate more cooperation modes to work together with Chenzhou city and take more active actions on docking with the development and poverty alleviation of Luoxiao mountainous area. It will focus on “lifting four counties and districts out of poverty” and accelerating the development of county economy to improve the loans of poverty alleviation, development of small towns, cultural tourism, and other credit modes. It would try to improve the development of county economy via improving special small towns, radiation central villages, and etc.

Yi Pengfei sincerely appreciated the branch’s support on Chenzhou City’s economic and social development. Yi stated that Chenzhou City would keep improving the cooperation with the branch, improving the effects, and promoting the cooperation to be deeper. All departments of Chenzhou City should pay closer attention on the implementation, settlement of projects, and utilization of capitals and play the best roles and effects of capitals. The situation that the projects are far behind the progress of capitals must be avoided.

Concerned for the improvement of rural comprehensive serve platform, Yi Pengfei stated that all the counties and districts should be aware of the rules and figure out relative plans based on local conditions; the planning and construction development should work out different solutions on the basis of different demands, conditions, characteristics, and advantages of different villages; and the improvement of platform construction should be upgraded with extra on-line functions.
All departments should work together with each other to figure out the comprehensive planning and dock with upper level government; all counties and districts should undertake the main responsibilities to handle the work on loans and construction; relative time tables should be figured out that some projects should be launched at the end of this year and the rural comprehensive service platform should be reached the 100% coverage in 2-3 years.
