Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated the construction of opening platform on this November 3. As required by Qu, the opening platform should be further upgraded to promote the sound development of open economy and support Chenzhou City’s improvement of new increasing pole of Hunan Province.

Qu Hai investigated the International Logistics Center of Chenzhou Port, Inspection and Quarantine Fumigation Field of Export Processing Zone, and some other opening platforms.

In the symposium held afterward, Qu Hai listened to the working reports addressed by subordinate departments. Qu stated that opening platforms is the important foundation for the development of open economy. In recent years, the opening platforms of Chenzhou City were being improved gradually, which helped to cultivate a batch of market entities, establish the operation mode suitable for the reform of marketization, and play significant role on improving the open economy. The opening platform should be further improved to promote faster development of open economy.

Qu emphasized that currently closer attention should be placed on the upgrading of the quality of opening platforms. Great efforts should be tried on promoting the improvement of software and hardware of Chenzhou Export Processing Zone and upgrading the Zone to be National Comprehensive Free Trade Zone in the end of this year.

The functions of opening platforms should be improved as well. The infrastructure condition of opening platforms should be improved comprehensively, especially on the construction informatization system, supervision facilities, and supervision system, as well as the cultivation and introduction of professional talents and management team. E-port public information platform, rapid customs clearance system for cross-border e-commerce, and some other platforms and systems should be improved by focusing on the development cross-border e-commerce, improving the cultivation of new business types and new increasing points.

Qu Hai emphasized that more scientific planning and better integration of resources should be worked out on the basis of improving Chenzhou Export Processing Zone to be National Comprehensive Free Trade Zone successfully, playing its best role on gathering opening platforms. Railway- Sea transportation, international express, highway port, and some other ready opening platforms should be well operated and improved.

Central and Hunan provincial governments’ policies should be well studied to obtain more favorable policies for improving the platforms and gain more breakthroughs on it.

The role of government should be well played to ensure that the favorable policies can be implemented well; and the role of market should be well played as well that the enterprises should take more active actions on introducing more talents, improving strategic cooperation, and etc., and the decisive role of market on the allocation of resources should be played fully.
