As stated on the report of Hunan Provincial Party's Congress that closer attention should be placed on innovation and opening up. How should Chenzhou City which is the bridgehead of opening Hunan Province implement the strategy?

"Innovation is separated from industrial enterprises for a long term practice," said Yi Pengfei who is one of the representatives of Hunan Provincial Party Congress and Secretary of Chenzhou Municipal Party Committee on the interview. The most urgent issue for the further improvement of Chenzhou City is to upgrade the innovation capacity of enterprises. "More supports should be placed on enterprises' innovation and the enterprises should be treated as the key innovation entities."

The key point concerned for the opening up and open economy is the improvement of platform. Comprehensive bonded zone is one of the key platforms.

It is a significant measure to improve the development of Chenzhou City's open economy by upgrading Chenzhou Export Processing Zone to be comprehensive bonded zone. It is also important to improve economic development, accelerate the adjustment of economic structure, promote open economy, and establish the new increasing pole of Hunan Province.

Yi Pengfei said that currently the application work on comprehensive bonded zone is being handled fluently and is expected to be approved. "We have to improve the comprehensive bonded zone, as well as some supporting facilities as sea-rail joint point, customs, inspection and quarantine of import and export, and etc. Some opening enterprises should be cultivated and more enterprises could be encouraged to handle the opening businesses," stated by Yi Pengfei.
