It was learned from Chenzhou Financial Bureau that “Implementation solution for the cooperation between Chenzhou Government and social capitals” was issued by Chenzhou City recently, which is the first one available in Hunan Province. It would play positive roles on improving the performance and regulation of the cooperation between government and social capitals.

It was introduced that all the details concerned for the launching, identification, submission, purchasing, agreement, management, transformation of projects, and etc. were clarified on the solution, which is much more feasible.

According to the solution, the public projects which are covered over 50million yuan investments, concerned more about public issues, profitable, proofed by financial undertaking capacity and feasibility, met national industrial policies and local economic development plan, and etc. are preferable to be operated with PPP model, especially transportation, agriculture, forestry, tourism, public facilities, social undertaking facilities, and etc.

In order to attract more social capitals and improve the reform of financing, series supporting policies concerned for fiscal, financing, land utilization, price, checking and approval, and etc. were figured out on the solution. On the process of the cooperation between government and social capitals, the government will follow the contract to meet its obligations without influence of changes of leadership. The government also promises social capitals for favourable conditions on land, license, unnecessary competitiveness, supporting service and infrastructure, and etc. In the meantime, PPP project companies are supported by the government to handle financing work via different channels. All the fiscal capitals which are designated to the PPP projects will be covered into the government budget management and medium and long term fiscal plan. The implementation department and social capitals should follow the agreement and the implementation solution confirmed by local government to handle relative procedures. Relative departments should try to favour the projects with green channel, simplified procedure, and favourable fees.
