Yi Pengfei said that Chenzhou should proceed from reality, continue to take development as the first task, focus on promoting the transformation and development of Chenzhou, and strive to promote the supply side structural reform in Chenzhou according to the overall tone while maintaining stability, to make economic development, industrial development and the development of entity enterprises into a track of benign and sustainable development.

"We can pull up the industrial chain, enhance the added value, improve the relevant supporting industries to promote non-ferrous resources quality and sustainable development, and help to build a modern economic system through the transformation and upgrade of traditional industries." Yi Pengfei said we should develop the cultural tourism, health care, green ecology, modern logistics, gem and mineral products, exhibition and other new industries, and make Chenzhou showing a robust, efficient and sustainable development pattern to implement the development of modern economic system. He introduced that as a resource-based city, "One mine alone" in Chenzhou caused the imbalance of economic structure. In order to break the bottleneck of the development, Chenzhou chose to close the mining economy in recent years. The city's mining rights was reduced from 1295 to 577, realizing the scale of mineral resources and mining standardization. The total economic output has not declined, and the comprehensive strength has risen to a new level and become the new growth pole in Hunan Province after the "compression" transformation of 70% mining economy.

"The report pointed out that Chinese socialism entered into a new era, which is sonorous and forceful and clear the new historical position of China's development." Yi Pengfei said we should immediately organize the cadres and leading cadres at all levels to seriously study and implement the spirit of the 19th National Congress, understand scientifically and grasp the historical characteristics and orientation of socialism with Chinese characteristics in the new era, firmly integrate them into the thought of the leading cadres, Party members and cadres at all levels in Chenzhou to transform into the driving force for promoting the new era and new development of Chenzhou.
