On the morning of November 13th, Chenzhou City signed a strategic cooperation framework agreement with Central South University. Party Secretary of Central South University Gao Wenbing, Vice President Guo Xueyi, Chenzhou Party Secretary and Director of Municipal People's Congress Standing Committee Yi Pengfei, and Deputy Party Secretary and Mayor Liu Zhiren attended the event.

The strategic cooperation framework agreement defined the 7 key points of cooperation between Chenzhou and Central South University. According to the agreement, Chenzhou will jointly establish the strategic cooperative leadership team with Central South University; Chenzhou will also arrange special funds to guarantee the import of major strategic talents and the construction of major platforms; the two sides will regularly carry out the docking activities between school experts and enterprises 1 or 2 times each year, and publish talent, scientific and technological needs and research results. In addition, Chenzhou Jingui Silver and other 11 companies also respectively signed the school enterprise cooperation agreements with the School of Resource Processing & Bioengineering and School of Metallurgy & Environment of Central South University and defined the 11 cooperation projects.

At the signing ceremony, Gao Wenbing said that the strategic cooperation framework agreement is a concrete measure to carry out the 19th National Congress spirit with practical action. Chenzhou with unique natural resources and excellent traffic location has been developing rapidly in recent years and has an important strategic position in the economic and social development of the province. In the future, Central South University will adhere to the school motto of “Learning by Doing and Learning for Using”, combine the complete nonferrous metals subject chain with the rich nonferrous metal resources in Chenzhou, support the development of Chenzhou and help Chenzhou solve the technical problems and environmental problems encountered in the process of industrial transformation and upgrading according with the agreement requirements. He also expressed that welcome the various units, departments and enterprises to Central South University with lists, problems and difficulties and faculty members of Central South University will go all out and send excellent teams to help solve specific difficulties and problems to provide technical, technological and talents support for the development of Chenzhou.

Yi Pengfei thanked Central South University for a long time of support for the development of Chenzhou. Yi Pengfei pointed out that Chenzhou is a city characterized by resource oriented economic structure. The industrial development model based on nonferrous metals is relatively extensive and the homogenization of product structure is more prominent. We must further speed up the pace of transformation and upgrading, and promote green development through technological innovation and technological research and development. The deepening cooperation between Chenzhou and Central South University was to combine the strong scientific research strength and technological achievements of Central South University with the industrial platform of Chenzhou, promote the transformation and upgrading of enterprises in Chenzhou, especially non-ferrous metals enterprises, solve the environmental and sustainable development problems encountered in the development of resource-based industries in Chenzhou, enhance the efficiency of industrial development, effectively extend the industrial chain and improve product value added to truly help enterprises solve the bottleneck problem of restricting development through the production, research and production transformation.

Yi Pengfei stressed that all departments at all levels in the city should take studying and implementing the 19th National Congress spirit as the driving force and promote Chenzhou to deepen cooperation with Central South University to achieve the quality revolution, efficiency revolution and power revolution of Chenzhou economic and social development; should guide the enterprises in Chenzhou to strengthen the research, innovation and cooperation with the applied and practical technology of Central South University, and give full support to the policy. He hoped that Central South University could take Chenzhou as the depression, base and position for the transformation of production - study – research achievement and apply more scientific research achievements to Chenzhou development. The enterprises should take the initiative docking with the Central South University, regard the Chenzhou nonferrous metals industry as the student practice base of Central South University, and introduce more high-quality talents to Chenzhou, to promote the development level of nonferrous metals industry in Chenzhou.
