In order to change the rural area and let the masses share the fruits of social development. Beihu District made scientific planning, rammed the foundation, highlighted the characteristics and created brands to promote the construction of the beautiful countryside with the focus of "five golden flowers" in recent years.

The district insisted on planning first, focused on the layout of 51 beautiful rural construction sites and arranged a special fund of 15 million yuan. The district also made full use of the rural natural environment, pastoral landscape, farming culture, ancient villages and other resources to construct the "five golden flowers" with beautiful rural mountains, rivers and ancient villages and high and low scattered new residences， becoming a "name card" of Beihu district. At the same time, the district highlighted the concept of ecological priority and focused on the goal of creating "the most beautiful city water ecological leisure belt in Hunan" to construct the "west river ecological corridor", which has become the first place for citizens to experience outdoor leisure; completed the whole village roads, public transportation, sanitation facilities, human and livestock drinking water and sports facilities construction according to the standards of urban community to achieve the integration of urban and rural areas; established and perfected the villagers' illegal housing investigation mechanism and "five reunification" housing incentive mechanism, and strongly promoted the standardization of villagers housing. The whole district was invested 30 million yuan in rural environmental renovation every year, was equipped with rural sanitation facilities and strengthened the construction of rural cleaning teams to complete the "Five" construction target of rural environment.

In addition, Beihu District insisted on the integration of city and industry, and characteristic leading, strengthened the industrial support of beautiful countryside, formed the leisure agriculture industry pattern of "one center two gardens three belts", and built the Xiaobu Ancient Village, "Aishang Sanhe" beautiful rural leisure tourism brand, and Hongye Villa, Siqing Lake Ecological Leisure Villa and other manors with investment of more than 50 million yuan; established Lengshui rice, tobacco, tea, vegetables and other 32 agricultural products bases, and set up 156 farmer specialized cooperatives. On the basis of the diversified investment mechanism of "government guidance, mass participation and social participation", the district adhered to the overall coordination and the integration of river management, highway construction, reconstruction of dangerous buildings, "one case one discussion", toilet improvement, culture, education, health and other 32 types of project funds. At the same time, the district paid attention to the combination of attracting investment, farmers and labor, and social capital, and invested more than 1 billion yuan per year in the beautiful countryside construction.

Through several years of construction, Beihu district rural landscape has changed and the ecological leisure tourism has developed rapidly, which successfully hosted the 2016 Hunan (Chenzhou) international beautiful rural tourism culture festival and the 2017 Hunan beautiful countryside spot meeting. In 2015, the district was named the national leisure agriculture and rural tourism demonstration county, Sanhe Village was honored as the beautiful village in China, Aishang Sanhe Manor was named the national leisure agriculture and rural tourism demonstration site, and Xiaobu Accient Village was named the national five star leisure agriculture demonstration manor. The district won the honorary title of the advanced county and city of the beautiful countryside construction in 2012, 2014 and 2016.
