On the morning of April 9, the municipal government signed the strategic cooperation framework agreement with Hunan Branch of China Development Bank. Liu Zhiren, Secretary of the Municipal Party Committee and Mayor, and Yuan Jianliang, Secretary of the Party Committee and President of Hunan Branch of China Development Bank, attended and witnessed the signing ceremony. 

According to the agreement, the Hunan Branch of China Development Bank will vigorously support the construction of Chenzhou infrastructure short board projects, support the high-quality development of Chenzhou industry, comprehensively assist rural revitalization, vigorously support the construction of people's livelihood short board projects, and promote the transformation and development of financing platform.

"Thanks to the Hunan Branch of China Development Bank for its positive contribution to the stable and healthy development of Chenzhou's economy and society!" Liu Zhiren said that the cooperation between Chenzhou and Hunan Branch of China Development Bank has a long history. The two sides have built a positive interactive development financial cooperation mode between banks, government and enterprises, and achieved remarkable results. At present, Chenzhou is deeply studying and implementing the guiding spirit of General Secretary Xi Jinping's inspection tour of Hunan and Chenzhou's important speech, fully implementing the strategic plan of the provincial Party committee's "three high and four new", vigorously implementing the strategy of "new concept leading and sustainable development", and making every effort to create "one pole, six districts". It was hoped that in the future, both sides will deepen exchanges and communication, share missions and opportunities, and further deepen cooperation with Chenzhou in the fields of infrastructure, industrial development, rural revitalization, social livelihood, ecological and environmental protection, so as to cultivate new momentum for Chenzhou's development and create a new engine for its own development, so as to truly achieve mutual benefit.

Liu Zhiren expressed the hope that the two sides will strengthen docking and mutual benefit at the policy level, seek innovation and promote development together. Chenzhou will strengthen policy research, scientifically and accurately plan and choose high-quality cooperation projects in combination with actual needs, development needs and people's urgent needs, and strengthen connection and docking. It was also hoped that the Hunan Branch of China Development Bank would continue to broaden the vision of cooperation, innovate financial products, and let more projects in Chenzhou enter the scope of cooperation, so as to provide strong financial support for Chenzhou's economic and social development, especially for the construction of major projects.

Liu Zhiren expressed the hope that both sides can achieve pragmatic and mutual trust at the implementation level, discuss cooperation and win-win future. Both sides should continue to maintain their fine traditions, act in strict accordance with policies, rules and contracts, further improve work efficiency and effectively prevent financial risks. Chenzhou will also take the initiative to connect and provide front-end services, manage and make good use of credit funds, maximize the benefits of policy loans, strive to be a high-quality customer and best partner of CDB Hunan Branch, and win the future together in the practical cooperation between the two sides.

Yuan Jianliang said that the task of modern urban construction is arduous, and urban operation and financing still face many challenges. It was hoped that Chenzhou could grasp the basic core of urban management and provide guarantee for the sustainable development of the city; pay attention to the current financing focus of urban management and take various measures to break the bottleneck of modern urban construction; do a good job in urban management and shoulder the historical mission of building a modern city; give full play to the advantages of development finance to promote Chenzhou's new urbanization to a new level.

Yuan Jianliang said that Chenzhou City and CDB have always maintained a long-term good cooperative relationship, and in the future, CDB will assist Chenzhou City in making financing plans, building multiple entities, operating modes and innovating financial products. Keeping the bottom line of no systemic financial risks, they will continue to give full play to the advantages of the government in organization and CDB in financing, so as to provide efficient and high-quality financial services for Chenzhou's high-quality economic and social development and the construction of old revolutionary base areas.
