“Due to the favourable business environment and complete infrastructure, we plan to build Haili High-tech Base in Yongxing County,” said Xiao Zhiyong, vice president of Hunan Haili High-tech Industry Group Co., Ltd.

5.6 billion yuan has been invested in this project, which covers an area of 3,200 mu (about 213 hectares), aiming to create a demonstration project of chemical industry. After the project is completed, the annual output is expected to reach 7 billion yuan and contribute 540 million yuan to the local tax.

Yongxing is known as “China Silver City” which has no silver mines and its metal production of silver, bismuth, tellurium, platinum, palladium and indium is at the forefront of the country. In recent years, the county has focused on building one leading industry (the comprehensive utilization of rare and precious metals) and two characteristic industries (fine chemicals and electronic information) to achieve high-end, green and cluster development.

The county works to promote industrial agglomeration by extending the industrial chains and developing industrial chains into industrial clusters. Besides, it focuses on targeted investment for industrial chains and introduces advanced enterprises to strengthen the industrial chains in its industrial park. Meanwhile, it speeds up efforts to build comprehensive recycling upstream bases in Africa, southeast Asia and other regions and makes full use of the national circular economy demonstration base and the first batch of provincial chemical industrial park to build Yongxing into a distribution center as well as an information distribution center of rare and precious metals in the world.

At present, there are 30 enterprises that specialize in comprehensive utilization of rare and precious metals, 18 processing enterprises such as Yongxing Zhongde Environmental Protection Technology, Hunan Jinye Environmental Protection Technology and Hunan Yongxin  Environmental Protection Technology, and 8 environmental protection enterprises like Sino-Platinum Metal, Yongxing Yangguang Precious Metal and Hunan Lianhe Guoyin Technology Development.
