The 2025 China Industrial Transfer and Development Matchmaking Activities (Hunan) kicked off in Changsha City on March 29. A manager of the Chenzhou Dongjianghu Big Data Industrial Park gave a promotional speech and discussed the development trend of the digital industry with the attendees.

Zixing City once prospered due to coal, but as coal resources became increasingly depleted, Zixing began to explore green transformation. With its unique resource endowment and forward-looking layout, it has become a national new data center, a national green data center, a big data disaster recovery center in Hunan, and one of the two major intelligent computing power clusters in Hunan.
Server cabinets are neatly arranged in the Dongjianghu Data Industry Park, and there are countless indicator lights and connecting cables. Thanks to the clear water of Dongjiang Lake, there is no need to turn on the air conditioning here.
Dongjiang Lake has abundant cold water resources, with water temperature maintained at around 8 degrees Celsius throughout the year. The flow rate is basically manually controlled, and the water is clear and easy to access. The construction cost is much lower than traditional cooling methods such as electricity, air cooling, immersion, and seawater.
Most of China’s data centers are located in the eastern region, and with the increasing shortage of land and energy, related industries need to be relocated. Zixing City is located within the two-hour economic circle of the Pearl River Delta.
At the same time, the park is situated in different mountains, water systems, and power grids from the Guangdong-Hong Kong-Macao Greater Bay Area, with a low level of natural disaster risk. It is the most ideal place for data center overflow and disaster recovery in the eastern and western regions of China and the Greater Bay Area.
Now, the development of Dongjianghu big data industry has been included into the construction of a national sustainable development agenda innovation demonstration zone in Chenzhou and listed as a demonstration zone for undertaking industrial transfer in southern Hunan and western Hunan.
It’s also a key of the “Lucid Waters and Lush Mountains Are Invaluable Assets” Demonstration Zone. 20 million yuan will be allocated annually from the special funds for the development of manufacturing and Internet industries to support the development of the park.
Zixing City has assigned specialists to provide one-stop services for basic computing power projects from landing, construction to operation.
At present, the Dongjianghu Big Data Industrial Park covers an area of 5,000 mu (about 333.33 hectares), with a planned total investment of 50 billion yuan. It can accommodate a data center with 200,000 racks, 5 million servers, and power utilization efficiency PUE of less than 1.2, and more than 1,000 big data industry chain enterprises.
According to the plan, the park has seven major sectors including government big data, IT big data, industrial big data, and financial big data. With the help of the basic platforms of big data centers, it will introduce upstream and downstream industries such as data research, cloud computing, software design, e-commerce headquarters, and electronic manufacturing. Zixing has also introduced a series of new policies to attract big data and related enterprises.
As of now, the park has introduced three major telecom operators, including China Telecom, China Unicom, and China Mobile. With China Telecom’s backbone broadband network connected and bidirectional routing protection achieved, it has a standardized and professional big data operation environment in telecommunications.
At the same time, the park has also reached cooperation agreements with Hunan University and the National Supercomputing Changsha Center to introduce expert advisory groups and establish academician workstations and research bases.
At present, there are five data centers in the park, with a total of 49,000 racks. The number of completed racks has increased from 4,500 to 20,000, with 3,800 operational racks and 72 settled enterprises (projects). The park achieved IDC rental revenue of 190 million yuan and bandwidth revenue of 370 million yuan, and signed computing power orders of 120 million yuan in 2024.
Since the beginning of this year, four new projects have been introduced, including the Jiuren Intelligent Computing Industry Chain, 5G Smart Healthcare, Guoxin Technology Intelligent Computing Center, and Feinuo Menzhen Intelligent Computing Center, with a total investment of 9.05 billion yuan. The park has invited leading enterprises in the Internet industry, universities, and research institutes for negotiations. At present, it’s in talks for more than 10 projects.
The park will further reduce the energy consumption costs of enterprises, integrate into the national strategic layout, continue to promote digital industrialization, industrial digitization, and digital governance. It will make efforts to improve digital infrastructure, strengthen industrial management entities, and optimize the digital industry ecology to contribute to promoting the deep integration and high-quality development of the national digital economy and real economy.
