Regulation on the Restriction of Non-standard Electric Bicycles and Motorized Bicycles Access in the Downtown Area

In order to maintain the road traffic, protect personal safety, and increase passage efficiency, Chenzhou municipal government, under the principles of Law of the People's Republic of China on Road Traffic safety and other regulations, is planning to restrict the access of electric bicycles and motorized-bicycles that do not meet national standards.

 

Article 1 according to General Technical Requirements for Electric Bicycles (GB17761-1999) and Motorized bicycles--Safety requirements (GB17284-1998), any electric bicycles and motorized bicycles with the maximum speed over 20km/h and weight of over 40kg which are not  equipped with the adequate riding functions shall observe this regulation.

 

According to Article 2 and Article 119 mentioned in the Law of the People's Republic of China on Road Traffic Safety and requirements in Safety Specifications for Motor Vehicles Operating on Roads (GB7258-2004), electric bicycles and motorized bicycles that are described in Article 1 shall be categorized as motor vehicles.

 

 

According to Article 4, electric bicycles and motorized bicycles that are categorized as motor vehicles shall observe the Regulation on the Restriction of Access of Motor vehicles in Downtown Area, which has been issued by Traffic Safety Committee of Chenzhou municipal government on May 15th 2009.

    

 

Anyone who breaks the terms and regulation of Article 4  will be subject to the penalty of the Law of the People's Republic of China on Road Traffic Safety and the Regulation of the People's Republic of China on Road Traffic Safety and other regulations issued by Hunan Provincial government; those who obstruct the law enforcement will be subject to the penalty of Regulations of the People's Republic of China on Administrative Penalties for Public Security and whoever constitutes a crime shall be investigated for criminal responsibility.
