The promotion conference of “greening project” (third phase) and establishment of a national garden city was held in Chenzhou city on October 31, 2012. Xiang Lili- Secretary of Chenzhou Municipal Party Committee stressed on the conference that all the departments should try best to seize the chance with determination and confidence to carry out the greening project and establishment activities of a national garden city.

Two phases of the “greening project” has been fulfilled till now. During these two years, Chenzhou government carried out “five projects” like mountain greening, road greening, park greening, river bank greening and unit courtyard greening. With these projects, 2.7 million trees were planted in Chenzhou city and 104 parks, gardens and squares were established there, which enabled Chenzhou citizens to enjoy a greening environment everywhere.

According to statistics, the urban central city has been covered with 2555 hectares of afforest areas, 2415 greening land areas, and 522 park greening land areas. The rate of afforest, rate of greening land, and urban per capita greening land area reached 38.31%, 36.21%, and 9.53 square meters, which exceeded the national garden city standards. In the mid-September, Chenzhou city successfully passed the preliminary examination carried out by Hunan provincial Housing Department for the submission of a national garden city, and was reported and recommended to the state Ministry of Housing for further approval.

Xiang stated that departments at all levels should fight for the greening project to ensure Chenzhou successfully approved to be a national garden city next year. The approval of a national garden city is one of the battles for Chenzhou city’s “three establishment” project. In order to make the whole city full of energy and confidence, it is significant to win the first battle. Each department need seize the best season to plant more trees and flowers to make the city more beautiful.

Xiang also pointed out that the government need encourage more participation of all citizens, enhance more energy to the work, push cooperation between different departments, and strengthen the leadership and supervision to establish the national garden city successfully and show a new “forest city” image to the world.

Xiang said, the third phase of the “greening project” has to be upgraded with a higher level while the planning should be upgraded. All the planning and construction of the new city should be strict in accordance with the standards of establishment of a national garden city. Greening construction should be upgraded. Each place of Chenzhou city should be planted with trees to ensure Chenzhou city full of greening.

Xiang required that the landscape need be upgraded. Following the concept of “one mountain with one theme, one street with one feature”, the landscapes need to be created with more colorful elements. Supervision and management should be upgraded. The regular management mechanism has to be established while the operation level should be upgraded. Entrepreneurs and citizens need be encouraged to take part in this establishment work to build a more beautiful Chenzhou city.

Li Ping- member of Chenzhou Municipal Party Committee Standing Committee and First Deputy Mayor of Chenzhou City delivered a working report on the conference. Zhang Aiguo- member of Chenzhou Municipal Party Committee Standing Committee and Deputy Mayor of Chenzhou City hosted the conference. Zhang Yangping- Deputy Director of Chenzhou Municipal People’s Congress Standing Committee read out the implementation solution and notice of reward for advanced units and individuals on the second phase of the “greening project”.

Chenzhou municipal leaders: Chen Shezhao, He Wenjun, Li Ping, Cao Jiangping and Liu Zhiwei presented at the conference.
