Precautions should be taken against the adverse impact of ice on bridges and roads, low visibility in fog and rainy days on traffic in mountainous areas and higher altitude areas, as well as the adverse impact of ice on electric power and communication in mountainous areas.

Precautions should also be taken against the harm of the northerly gale to river and lake traffic, facility agriculture, high-altitude billboards and other facilities.
