It was reported that a scheduling conference for protection of Dongjiang lake was held in Chenzhou city on Oct. 17, 2013. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required that enhanced awareness for protection of Dongjiang lake should be upgraded in Chenzhou city to innovate more mechanisms to improve the development and protection of Dongjiang lake.

Water protection for Dongjiang lake was listed in Hunan provincial “twelfth five-year plan” environment protection plan and “top ten environment protection projects” in earlier time. In 2013, Xiangjiang river covering Dongjiang lake part protection project was ranked as Hunan government’s “top key project”. At the meantime, “general solution for ecological protection of Dongjiang lake (2012-2015)” was finished with the approval of Hunan government in this May. After selecting as the second batch pilot lakes in China in last July, 20 million funds has been issued to Dongjiang lake by the central government, which was used for 6 sub-projects. Till now, except for the baseline survey and Xingning sewage treatment plant, all other five sub-projects have been fulfilled. In 2013, before receiving the funds from central government, Chenzhou city placed 30 million yuan previously to launch 7 projects to carry out the protection work rapidly.

After listening to the reports delivered by principals of relative departments, Qu Hai stated that high attention should be placed on the protection and development of Dongjiang lake. It is significant to protect the ecological environment of Dongjiang lake, because it is an important drinking water source, an important ecological water source of Xiangjiang river, and an important functional area of southern China. On this point, all the departments should be aware of its extreme importance.

Qu Hai pointed out that higher level promotion of the protection and development of Dongjiang lake should be carried out in Chenzhou city. It should be with a balance promotion on protection and development issues to make sure the sustainable improvement of Dongjiang lake. It should be promoted as an ecological civilization model on harmonious coexistence between human being and nature.

Qu also stated that freer mind should be placed to innovate more development mechanisms on the protection of Dongjiang lake. Enhanced work on the investment attraction and establishment of projects should be carried out to obtain more favorable policies and funds support from Hunan provincial government and central government; accelerated industrial structure adjustment should be handled out to attract more investors to join in the protection and development of Dongjiang lake with high level; and better propaganda work should be improved to upgrade the social awareness of the protection of Dongjiang lake.
