In recent years, in order to develop a new-quality productivity system and mechanism tailored to local conditions, and to meet the new challenges of green and low-carbon development of the computing power industry, Zixing City has accelerated the construction of the Dongjiang Lake Big Data Industrial Park to promote the innovative development of the green computing power industry and create a “National New Data Valley”.
Dongjiang Lake has large water volume, low water temperature, and excellent water quality. In 2015, Zixing City built the only provincial-level big data industrial park in Dongjiang Bay at that time. It has continued efforts to promote the integrated development of industries and the city based on its actual situation.
To promote the diversified and heterogeneous computing power intensification, the park has introduced 5 data centers and computing power centers with a total of 49,000 racks, 10,000 of which have been built.
Among them, Yuncao Dongjiang Lake Data Center and Urban Investment Data Center are for general computing, while Dongjiang Lake Xinchi Computing Power Center, China Unicom Central South Research Institute Cloud Data Center, Dongjiang Lake Baiwangxin Intelligent Computing Center are for intelligent computing. The logarithmic intelligent computing center, Changsha Supercomputing Dongjiang Lake Branch Center, and other intelligent computing and supercomputing resources are under negotiation.
The large-scale development of various computing resources will provide a “reservoir” for the national computing infrastructure. The park achieved heterogeneous computing service rental income of 50 million yuan in the first three quarters of 2024.
Through cooperation with three operators, the park has built a municipal-level computing power dispatch platform and achieved cross network integration of computing resources.
As a big data disaster recovery center in Hunan Province, the park is directly connected to the national first-level backbone network in Changsha based on its geographical location and focuses on building regional and provincial computing power scheduling systems to promote efficient cross regional scheduling of computing resources.
At present, computing power orders worth 120 million yuan have been signed, with 37 million yuan of computing power transactions completed.
For the basic computing power projects, specialists are assigned to provide one-stop services from landing, construction, to operation, safeguarding the development of computing power. Besides, the park has worked to implement the source-network-load-storage policy by connecting relevant provincial departments. It has also promoted the completion and grid connection of the first and second phases of user-side energy storage projects, reducing the electricity price cost of enterprises in the park by about 0.06 yuan/kWh.
Since 2024, the park has carried out special investment promotion for the big data industry chain in Shanghai, Beijing, Shenzhen, Changsha and other places multiple times, with more than 60 enterprises involved. Among them, two projects, Guoxin Technology Intelligent Computing Center and Feinuo Gate Array Intelligent Computing Center, were signed at the 2024 Changsha World Computing Conference, with a total investment of about 8 billion yuan.
