In order to figure out the top level planning for Chenzhou city’s water ecology civilization construction, the promotion symposium for the construction was held on March 28, 2013. Many experts from Hunan Water Conservancy Ministry, Hunan Science and Technology Ministry and some other departments were invited to attend the symposium and shared their ideas and suggestions there.

From 2012, followed the development strategy which was worked out by Chenzhou municipal party committee and Chenzhou government, Chenzhou city firstly carried out water ecology civilization construction project in Hunan province. It tried to establish national water ecology civilization pilot city. Last November, Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered an important article entitled “to forge the livable landscape city with advantageous water resource”, enabling a totally new idea on Chenzhou city’s water ecology civilization construction.

All the experts highly affirmed the macroscopic, comprehensive, systematic and encouraging planning work carried by Chenzhou city. At the same time, they suggested that the construction should be upgraded to be Hunan provincial level and should be with more comprehensive contents on water resource industry development model, water ecology area management system, water ecology technology innovation, water ecology supervision system, water conservancy construction, sewage treatment, conservation of water and soil, and etc..

It was learned that the planning would be worked as the action program to promote Chenzhou city’s water ecology construction. It was divided to three administrative levels as core area of central city, key area of great cross town cluster, and administrative area. Planning work on water safety, environment, landscape, culture, economy and management would be carried out by two phases. Per the short term phase (2011-2015), central city’s water ecology civilization construction should be generally completed, while the whole city’s water ecology civilization construction and inspection work would be finished in long term phase (2016-2020).
