Xiang Lili Mayor of the Chenzhou Municipal People's Government Fellow Deputies On behalf of the Chenzhou Municipal People's Government, I now present to you my report on the government's work and the Draft Outline of the 12th Twelfth Five-year Plan for Chenzhou's Economy and Social Development (Draft) (in short the Twelfth Five-year Plan for Chenzhou) for your deliberation and approval. I also solicit comments and suggestions on the report from the members of the Chenzhou Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and other present representatives to provide comments and suggestions.

I Review the Work during the 11th Five-year Plan Period (2005-2010) and in 2010

The 11th Five-year Plan period was a truly extraordinary time in the course of the city's development. Seizing great opportunities, the targets set in the five-year plan were fully achieved with great efforts.

Compared with 2005, the end of the 10th Five-year Plan, the city's comprehensive economic strength improved evidently and the key economic indicators rose significantly. The city's GDP grew by 1.3 times with the average annual growth rate of 11.6%. The annual total grain output had been kept up around 1.9 million tons for five successive years. The average annual increases of value added agriculture and industry sectors were 4.5% and 13.6% respectively. The average annual growth rate of the total retail sales of consumer goods, of the total fiscal revenue and of the general budgetary revenue reached 18.1%, 20.1% and 18% respectively.

  • Tremendous changes have taken place in urban and rural areas. The fixed asset investment amounted to 217.8 billion yuan during 2000-2005, up by 33.4% annually. The mileage of expressways under construction and open to traffic came to 5,372 kms including the Chenzhou section of Wuhan-Guangzhou Express Railway. 32 new substations with the capacity of 110 KV or above were built and 240 reservoirs in danger were reinforced. The overall planning scheme of the city was implemented in an all-round way and an investment of 14 billion yuan was injected into the construction of the downtown, 5.6 times more than that of the 10th Five-year Plan period. The urbanization process was accelerated with the urban area expanded to 62 square kilometers. The urbanization rate rose from 36.8% to 42.36%. Remarkable achievements were made in the course of building a new socialist countryside. The three-year action plan for urban sewage treatment was fulfilled in advance. The air quality of the resident environment was kept up at the national secondary standard.

    Significant breakthroughs were achieved in the reform and opening up. The reform of municipal state-owned enterprises was completed basically. The non-public economic sectors enjoyed rapid development and the transformation of government functions was stepped up. Substantial progress was achieved in the rural reform, finance, taxation, pharmacy, hygiene and social security. The state-level export processing zone was successfully set up. The opening of Chenzhou Customs and highway ports enabled the city one of the first batch of bases to undertake the grads transfer of processing industries. The foreign investment in actual use accumulated to 1.98 billion USD in the five years and domestic investment valuing 70.7 billion yuan was fully funded, reaching average annual increases of 16.7% and 17.2%respectively.

    Causes related to the improvement of people's well-being and social development enjoyed comprehensive advancement. The per capita disposable income of urban residents grew 10.8% annually and the per capita net income of farmers grew 8.2% annually.

    The impoverished population was accumulatively reduced by 315,000 and 270,000 jobs were accumulatively created for urban residents. 922,000 rural labors were transferred to urban areas. The improvement of the social security system was accelerated. The complete coverage of basic medical insurance and the new rural cooperative medical care system was basically achieved. The system of urban and rural compulsory education is free for all school-age children. All types of education at all levels achieved balanced development. Remarkable results were yielded in population work and family planning. The food and drug safety was guaranteed. New progress was made in the spiritual civilization, the democracy and legal system, and the building of open government.

    Fellow deputies, the year of 2010 is the most crucial, difficult but fruitful year in Chenzhou's development.

    The economic aggregate has reached 100 billion yuan. The city's GDP registered 108.18 billion yuan, up 15.2%. The GDP of the five counties,municipalities and districts including Beihu, Zixing and Guiyang exceeded 14 billion yuan. The gross output value of scale industries totaled 143.2 billion yuan, realizing a growth of 51.9%. The total amount of financial institutions' deposits approximated 100 billion yuan, increasing by 18.7%. The total revenue of Chenzhou for fiscal 2010 soared to 10.78 billion yuan, up 31.1%. The urban residents' per capita disposable income reached 15,342 yuan and the per capita net income of farmers reached 5,208 yuan, rising by 11.8% and 15.2% respectively. The investment plan worth 100 billion yuan was fulfilled. The fixed asset investment amounted to 81.13 billion yuan, up 37.5% on the same comparable basis. 140.8% of the investment plan was finished in two years. 936 construction projects were implemented, involving an investment of 67 billion yuan, up 55%. The construction of Hengyang-Chaling-Jishou Railway and four expressways were accelerated. Five arterial highways have been open to traffic and the completed concrete roads running through villages and towns reached 931.4 kilometers. The annual investment plans for 254 industry projects and 98 projects relating to the improvement of people's well-being and social undertakings were fulfilled.

    The one-million-yuan urban construction project was completed in advance. 9.12 billion yuan was spent on the urban construction of central urban area, 2.6 times that of the previous year. 114 urban road projects were completed, and the reconstruction of urban villages was pushed forward steadily, significantly upgrading the comprehensive carrying capacity of the city. Remarkable achievements were made in the special initiative in the environment improvement. 20 ecological parks were newly built, making the green coverage rate increase by 3.3%. The decontamination rates of urban sewage treatment and household waste disposal scored 57.3% and 100% respectively. The lightening projects for parks and 135 working units were finished, which resulted in great improvement of the living environment.

    Substantial achievements were made in undertaking the industrial transfer. We successfully hosted the national seminar on undertaking transfer of processing industries. 338 enterprises in this sector were introduced into the city, and standard workshops with an area of 2.036 million square meters were built up. The construction of platforms, such as the phase II project of Chenzhou Export Processing Zone, Xiangnan International Logistics Park and Railway Logistics Center, was sped up. Thanks to the launch of the investment attraction month, the total export-import volume of foreign trades aggregated 980 million USD with the foreign investment in actual use hitting 530 million USD and fully funded domestic investment valuing 18.22 billion yuan.

    The industrial restructuring was propelled steadily and the upgrading of industrial economy was evident. The value added and profit of scale industries grew by 23.2% and 40.5% respectively. The increase of value added of scale industries in industrial parks scored 40.6%. The national patent applications and authorizations rose by 28% and 44% respectively. 214 heavily polluting enterprises were closed down and four urban household garbage disposal sites were built up. 301 comprehensive control projects in the Xiangjiang River basin were accomplished. The service sector enjoyed rapid development. The total volume of retail sales of consumer goods achieved 40.84 billion yuan, up 19.3% on the same comparable basis. 650 standard farmers' shops and three distribution centers were set up. 13 farmer's markets were improved in the downtown area. The financial institutions increased loans by 5.88 billion yuan and the insurance premium income shot up by 30.9%. The real estate investment and the sales of commodity housing rose by 61.5% and 77.1% respectively. We successfully organized China (Hunan) Revolutionary Tourism Cultural Festival which attracted 15.892 million visitors and generated a comprehensive income of 10.64 billion yuan.

    People's well-being is continuously improving. The expenditure in this sector accounted for 63.3% of the total. 31 projects aiming to benefit people were all accomplished. The construction of National Entrepreneurial City was approved by the provincial authority. 60,000 new jobs were created for urban residents and the employment of labor force transferred from rural to urban areas amounted to 81,000. The registered unemployment rate in urban areas lowered to 3.92%. The social insurance coverage was expanded with 725,000 urban residents participating in the basic medical insurance program. 440,000 rural residents were covered in the new rural cooperative medical care system with a participation rate of 96.9%. We reconstructed and expanded 30 gerocomiums at the villages and towns and built 16,000 new affordable apartments. We established 116 schools for compulsory education and added 7,980 compulsory education places in urban areas.

    The government executive ability was evidently enhanced. The municipal government consciously accepted the oversight of the municipal committee of the CPPCC, democratic parties, associations of industry and commerce and patriots without party affiliation. The government handled all of the 255 suggestions from delegates of the municipal people's congress and 219 proposals submitted by the municipal committee of the CPPCC. The supervision over the government's investment was strengthened and the cost of government-funded projects was reduced by 380 million yuan after audit. We deepened reforms to enhance the government's administrative competence. The time limit for the government's approval and examination was reduced by more than 50%. We promoted the e-administration system and realized the full coverage of the comprehensive performance evaluation system. The accountability system was perfected, making Chenzhou top among other cities across the province in the construction of a clean and honest government.

    Fellow deputies, during the past five years, the city's economic strength has significantly enhanced; great changes have taken place in urban and rural areas, the vitality for development has been heightened and the people enjoyed the most benefits. Despite these achievements, we must be aware of the problems and difficulties hindering the social and economic development that should be solved with all-out efforts.

II Main Objectives and Tasks for the Twelfth Five-Year Plan Period

According to the Suggestions on the Twelfth Five-year Plan for Chenzhou's Economy and Social Development, by 2015, we will strive to realize GDP of 224 billion yuan, achieving a growth of 13% year by year. The per capita GDP will exceed 40,000 yuan and the ratio of the three industries will be adjusted to 9:51:40. The total financial revenue will exceed 22 billion yuan, an average annual growth of 16%. The total fixed asset investment will accumulate to 800 billion yuan, increasing annually by more than 25% on average. The annual total retail sales of consumer goods have increased by 20%. The total volume of import and export witnessed an annual increase of 20% on average. The per capita disposable income of rural residents and farmers' per capita net income will surpass 30,000 yuan and 10,000 yuan respectively, representing an average annual rise of more than 12%. The registered unemployment rate in urban areas will be kept within 4% and the natural population growth rate under 7‰. The urbanization rate reached 50% and the forest density hit 50%. The energy consumption for unit GDP declined by 16% compared with the end of the Eleventh Five-year Plan period in addition to the obvious drop of the emission of major pollutants.

  • Fellow deputies, in order to make the magnificent blueprint come true, we should seek the leapfrog development to strengthen the comprehensive economic strength and bring about the new economic growth poles in the province; strive to promote the upgrading and transformation of economic structure and vigorously advance the strategic emerging industries and modern service industry; stick to the strategy of open development by actively carrying out reforms in different sectors and tapping greater potential for development under the guidance of scientific management systems; try to invigorate the city by relying on talents and adhere to innovation development by stepping up restructuring and industrial up-gradation driven by scientific innovation; achieve harmonious development and implement the strategy of integration of rural and urban areas to promote the development of space science and regional coordinated development. Besides, we will focus on the opening the city wider to the outside world, accelerate the construction of information infrastructure facilities, give priorities to energy conservation and reduction of gas emission, put the improvement of people's well-being on the top agenda and do everything possible to increase residents' income.

III Work for 2011

The major targets for this year's work are as follows: to increase the city's GDP by14%, the added value of scale industries by 19%, the total financial revenue and the general budgetary revenue both by more than 16%, the fixed asset investment by 30%, the total retail sales of consumer goods by 20% and the per capital disposable income of urban residents and per capita net income of rural residents by 13% and 12% respectively, to keep the registered urban unemployment rate under 4.5%, CPI increase around 4% and the natural population rate under 7.6‰.

  • To achieve the above targets, we need to optimize the demand structure and maintain the steady growth of investment. We will implement the investment projects under the Twelfth Five-year Plan and the National 863 Plan. The fixed asset investment will strive to reach 100 billion yuan. An investment of 77.7 billion yuan will be injected into 755 major projects, each worth 50 million yuan. Good preparatory work will be done for 120 mega projects and make every effort to win support from the CPC Central Committee and the provincial government for these projects. We will integrate and standardize financing platforms,increase the proportion of direct financing and strive to achieve financing of 20 billion yuan by the end of this year. We will take measures to enhance residents' consumption capabilities, stabilize and expand housing consumption, guarantee the construction of affordable housing and develop a large batch of top-class buildings. We will continue to carry on the Year of Tourism Construction Projects and develop ten major tourism classic projects. We will do our best to host the 2011 China (Chenzhou) International Ecological Recreation Tourism Cultural Festival.

    We will speed up the transformation and upgrading of industries and carry out the plan to foster strategic emerging industries. Priorities will be given to six emerging industries of prime importance whose total annual output is expected to break 100 billion yuan by 2013. This year, the implementation of sci-tech innovation projects and national intellectual property will be piloted in the city, making the added value from the hi-tech industry rise by more than 30%. The advantageous traditional industries will be reconstructed and upgraded. The total annual output of the non-ferrous and energy sectors will exceed 80 billion yuan and 40 billion yuan respectively while chemical engineering, building materials, casting, food and tobacco industries will generate an annual output of 15 billion yuan. The industry chain will be extended to increase the added value of products. The growth of investment into the technological reform will reach 35%. We will further boost the development of the modern service industry. By 2013, the added value of productive service industry will account for 42% of the total output of the service sector. Another three companies will get listed on the stock exchange. We will give impetus to the boom of industrial parks whose added values will double that of 2010, accounting for 50% of the total output of scale industries in the city.

    We will quicken the paces of expansion and upgrading of urban areas to build Chenzhou into a better livable city. The management and planning of land for construction use will be reinforced. Special planning schemes will be formulated to improve the overall transport network, sanitation and fire-fighting in the central urban districts. We will beef up the comprehensive development of the eastern and western districts of the city and the new district of Wuhan-Guangzhou High-speed Railway and the construction of infrastructure facilities, arterial avenues and ring lines of the city. We will invest more into the renovation of back lanes and urban villages, the Dongjiang River Diversion Project Phase II and the relocation of the municipal bus terminal station. The living environment will be optimized to promote the image of the city. 31 parks including Nanling Botanical Park which will be newly built or renovated to increase afforest area.

    We will go all-out efforts to build up the demonstrative zone of the "Two-oriented" Society (resource-saving and environmentally friendly) in Chenzhou City, Zixing County and Guiyang County to strive for the regional coordination development. The targets and tasks of this move have been specified in the city's Twelfth Five-year Plan. By 2015, the zone will generate an output of more than 145 billion yuan, taking up 65% of the city's total industrial output. The zone will contribute 15 billion yuan, accounting for 70% of the total financial revenue. The urbanization rate of this zone will exceed 70%, 20% higher than the average rate of the city. The ratio of the three industries in this area will be adjusted to 5:50:45. We will try our best e to make the zone become the provincial demonstrative area of the "Two-oriented" Society and the core economic growth pole of the city. In addition, we will pool more production elements and innovation resources to quicken the step of making the city more prosperous and its people better off.

    We will concentrate on advancing the agricultural modernization to increase farmers' income and ensure effective supply of farm products. We will take strict measures to protect farm land and guarantee about 2 million tons of grain output per year. The construction of the city's "vegetable basket project" base will be stepped up by planting more than 1.2 million mu (80,000 hectares) of vegetables and setting up 52 standard breeding farms. We will push forward the strategic adjustment of agricultural structure. We will do our best to develop modern advantageous agriculture and the intensive processing industry of farm products by strengthening the building of agricultural product processing parks. By 2013, farmers' professional cooperative agencies will amount to 1,800. Agricultural leading enterprises at or above the city level will total 178. Another two national demonstrative base for farm product processing will be established, making the ratio of agricultural product processing industry output to the total output of the agricultural sector reach 1.5:1.

    The reform especially in some key areas will be strengthened to drive the city to open wider to the outside world. Classified supervision over the state-owned assets will be carried out in an all-round way. We will deepen the reform in the asset management of municipal administrative and non-profit institutions and back up the upgrading and transformation of the non-public sector. The provincial comprehensive reform in the rural-urban integration will be piloted in the city. Reforms will be enhanced in resource and environment prices and the transformation of added-value taxation. We will set up the balancing supervision system over the municipal financial budget. The comprehensive capacity of industrial parks will be upgraded to attract more transferred enterprises. We will innovate business solicitation means and optimize investment environment to make business attraction more effective and specific. We will work hard to expand foreign export and improve the commodity structure of exports and imports. The total volume of foreign trade will strive to increase by 25%. Transformation and upgrading of processing trade will be pushed forward to bring about the boom of this industry. More preferential policies will be rolled out to help backbone enterprises to go global.

    We will spend one or two years implementing 100 projects related to the guarantee and improvement of people's well-being. We will actively carry out active employment policies to create more jobs. We will perfect the vocational skills training system and the coordinated employment aiding system covering the rural and urban areas. We will propel the building of the integrated rural-urban human resource market. The city will strive for the honor of "China's Best City for Business Starting". 52,000 new jobs will be created and 78,000 labor forces will be transferred to the urban area. We will expand the services for the aged and speed up the pilot of the integrated rural-urban medical insurance system. All migrant rural workers will be included in the industrial injury insurance system in two or three years. We will step up the construction of 47,000 new affordable apartments. We will attach prime importance to the development of education. We plan to carry out six major education projects and consolidate 171 middle and primary schools. More money will be pumped into the construction of public cultural service facilities including 143 comprehensive cultural service stations at town or village levels and 544 rural libraries. The major tasks of the medical and health system will be accomplished in three years. The essential drug list will be adopted in the grassroots medical care institutions. Supports will be given to the better development of Chinese medicine. The public health services will be intensified and the rural-urban integrated food and drug supervision network will be established.

    We will deepen the building of open government to further enhance its executive ability. We will further improve the system allowing citizen representatives to observe government conferences and the system to invite experts and the masses to participate in government decisions. We will attach more significance to the building of government website to facilitate the interactive communication between the government and the public. We will establish the government service system and the administrative liability tracing system. The resolutions of the municipal people's congress and its standing committee will be carried out consciously. The government will report work in accordance with the law and be subject to supervision. Active supports will be given to the municipal committee of the CPPCC to perform their functions. The government will listen to and earnestly respond to the suggestions, opinions and proposals submitted by the democratic parties, associations of industry and commerce, patriots without party affiliation and mass organizations.

    Fellow deputies, the new blueprint represents the crystallization of wisdom and strong will of Chenzhou people and embodies the spirit of the new mission of the age. The in-depth integration of Huxiang Culture and Lingnan Culture and the magic match-making between traditional culture and express railway culture jointly breed the Chenzhou Spirits featured by "Open to public, inclusive, realistic and innovative". Under the correct leadership of the CPC Chenzhou Municipal Committee, let's unite with and rely on the people and hold on the Chenzhou Spirits to assiduously create a resplendent future!
