2011 was the end term of this government. In 2011,Chenzhou city tried its best to keep economy and society with a continuously rapid development and achieve a good start for the “the twelfth five-year plan” by conquering some negative factors such as the tighter macro-economy situation and resource condition.

• It is expected that Chenzhou GDP hit 134.5 billion yuan, up 14% and GDP percapita reached 29,000 yuan; the total fiscal revenue was15 billion and general budget revenue 9.15 billion yuan, up 39.1% and 45.9% respectively; fixed capital assets were 81 billion yuan, up 35% while the actual use of foreign investment came to 629 million dollars and domestic investment 22.1 billion yuan, up 19% and 21% respectively;the total value of foreign trade import and export gained 1.4 billion dollars while the processing trade import and export value was 400 million dollars, up 42.9% and 108% respectively; the disposable income forurban and rural per capita came to 17, 4000yuan and 6170yuan with 13.4% and 18.5% growth while the deposit balance of finance organizations were 112.7 billion yuan, etc.. All social undertakings of Chenzhou city were developed in an all-around way with great improvement.

  Fellow deputies, this term of office faced great challenges and bore great tests,but it still obtained significant achievements on city comprehensive strength, urban and rural conditions and people’s livehoods. In the past 5 years, under the correct leadership of Chenzhou municipal party committee and support of the citizens, Chenzhou municipal government seized the chance to carry out “two- city” construction,fulfilling all the targets set on the “eleventh five-year plan” and the 3rd people’s congress.

  --Economy gains a continuously rapid growth, and comprehensive strength jumps dramatically. Compared with 2006, Chenzhou city’s GDP grew 2.5 times, with the average annual growth of 12.8%, fulfilling the goal of third People’s Congress one year ahead. Especially in the recent three years, the average annual growth rate was up to 15.2%, which has beenthe fastest period since the withdrawal period forcity construction.Its GDP per head was 2.3 times of 2006, with 12.1% average annual growth. Fiscal revenue and general budget income were three times as much as 2006, with an average annual growth of 24.6% and 24.9% respectively. In the recentthree years, both of them even reached a growth of 31.6% and 33.5% respectively while the balance of financial institutions was 2.4 times that of 2006. Total GDP of the five counties and districts’-- Beihu, Zixing, Guiyang, Yongxing, and Suxian- hit 15 billion yuan. Among them, Zixing and Guiyang fiscal revenue were more than 1.5 billion yuan, while Yongxing and Yizhang fiscal revenue were over 1 billion yuan. Now, Chenzhou becomes a very important part for Hunan province and is still fighting to be better.

  --The structure adjustment has been accelerated with an upgrading development quality. Three industrial structures have been adjusted from 15:49.3:35.7 in 2006 to 11.6:56.4:32. Industrialization level was increased to 52.4% from 45.6%, which helped to upgrade the industry improvement.The industry added value increased from 24.76 billion yuan to 70.5 billion yuan with annual average growth of 15.3%. Among them, the added value of high technology industry, electronic information, and advanced equipment manufacturing roseby34.1%, 36.3% and 32.4% respectively. Electronics and other strategic emerging industries have been developed rapidly. 56 new high technology enterprises were established in Chenzhou. 16 enterprises among the 20 ones with annual total output value over 1 billion yuan were newly settled down in Chenzhou city.The profit of scale industry was up from 3.79 billionyuan to 14.5 billionyuan with an average annual growth of 30.8%. The industrial park planning area was expanded from 25.4 square meters to 132square meters. The industry added value of industrial park was increased from 15.1% to 35.5% inChenzhoutotal scale industry. Chenzhou becomes the biggest silver, mithril, and amorphous graphite production base, south China’s largest new dry pattern cement production base, and Hunan’s largest lead and zinc production base. By mining area integration, the fundamental transformation of mining industry order was well reached in Chenzhou. The modern service industry is being rapidly developed. Chenzhou city becomes the national high-tech service industry base.Chenzhou was awarded with the best financial ecological innovation city of China. Meanwhile, Chenzhou tourism industry was improved greatly with an increase on tourist numbers and comprehensive annual income of 20.6% and 20.5%.Chenzhou was awarded with China’s hot spring city, China’s ornamental mineral crystals city, and the most popular tourism destination for Cantonese as well. Furthermore, Chenzhou modern tobacco agriculture, urban agriculture, contract farming and other characteristic agricultures were improved fast, which enable Chenzhou city with a stronger overall agricultural productivity. The effect on regional watershed comprehensive treatment was distinct. Cyclic economy was accelerated rapidly. To achieve economy transformation improvement and scientific development is becoming the key concern for today’s Chenzhou city.

  --Reform and opening was being promoted with a remarkable development dynamic. Reform of state-owned enterprises was completed and classified supervision to state-owned assets were fully implemented. Non-public sectors of economy were improved fast, which contributed to 70% of the city’s economy increase. 24,000 main bodies were newly entered into the market with an increase rate of 31.1%. A new turn of government reform was fully completed, and the administrative management system reform was promoted further. Further reform of investment and financing system was deeplyinitiated. Financing was accumulated to 80 billion yuan, and eight companies were named into the provincial key backup enterprises list. The comprehensive rural reform, fiscal and tax, price, product oil tax, medicine and health culture system reform gained substantial progress.34 new policies of provincial undertaking industrial transfer were granted to Chenzhou city firstly. Chenzhou export processing zone, custom&highway ports, and international express supervision center were built up and international logistics park and Hunan agriculture product checking platform were accelerating the speed of the construction, all of which enabled Chenzhouto become the first batch of key processing trade undertaking transfer area and national undertaking industrial transfer demonstration zone in southern Hunan In the current 3 years, more standardworkshops were built to introduce more transfer enterprises and more foreign investments and domestic capitals were attracted to Chenzhou. With a totally new image and unique charm, Chenzhou is keep stepping into the worldwide market.

  --Infrastructure of Chenzhou was upgraded with significant changes of urban & rural conditions. Chenzhou government tried its best to promote “hundred -billion- investment plan”, “ten- billion city construction plan” and “three-battle project”, which achieved the fixed asset investment with 276.8 billion yuan,2.6 times of previous 10 years with anannual average increase of 29.8%. It was with especially remarkable increase for the latest three years of 221.8 billion yuan, up 39.3% of annual average increase. WuHan-Guangzhou high express railway and Yifeng highway were opened to traffic. Highway which is ready to open and under construction are with 573.6 kilo meters. 450kilo meters of main highroads have been completed the retreatment projects. 100% towns and 94.1% of the administrative countries of the whole city were built with cement roads. The road density of every one hundred square kms was increased from 35kms to 86.6kms.Chenzhou was the first one in Hunan province to finish the city overall programming and land utilization overall programming. The recent programming construction area of central city reachedfull coverage and the overall programming was finished forall key organizational towns.

  It was the biggest investment scale and the fastest construction period of Chenzhou city in the recent three years. On the basis of “three establishments”, the office boosted city administrative quality improvement, and established Chenzhou geography space frame and digital administrative control platform, whichupgrade the city level and helped to get the reward of Hunan civilized city and China best management city. Chenzhou’s living condition is keeping upgraded, and it is on the process to be a real “forest city & leisure city”.

  --Social undertakings were comprehensively improving to enable people with an upgrading livelihood. Chenzhou government persisted in serving for people. 101 annual tasks of "100 well-being projects" were fully completed. Total fiscal expenditures used on the people’s livelihood were 67.3%, 6.5% higher than that of 2006.Urban per capita disposable income was increased from 10,102yuan to17400yuan, and per capita net income of farmers was up from3655yuan to 6170yuan,with an average annual growth of 11.5% and 11% respectively. Poverty population was reduced by nearly 0.248 million. The establishment of a national entrepreneurial type city gained the provincial acceptance. The social security system was improving to be better. The construction of as trong education city has achieved great progress and the compulsory education gains balanced development.400 qualified compulsory education schools were newly established, and 60,000 education vacancies were available forcitizens in the center city and counties. Guidong county was awarded with the national advanced area by promoting a balanced compulsory education. Various levels of education were developed coordinately. Vocational education, primary education and special education have gained much progress. Chenzhou professional technology institute has been moved to a new place, Chenzhou technician institute has been successfully created, and Chenzhou normal university has been reconstructed. The innovation mechanism of science and technology unification was improving to be perfect. National graphite product quality supervision and inspection center was settled down Chenzhou. The pace of equalization of public health services was quickeningand national basic pharmacy system was entirely implemented. Chenzhou first people’s hospital was expanded and Chenzhou traditional Chinese medicine hospital was relocated.10 standardized county hospitals and 263 rural hospital and community health service centers were fulfilled. AnRen county took the first place to build a regional health information management system in Hunan province. Food and drug safety was firmly guaranteed and Zixing city was awarded as national food safety demonstration city. The public cultural service system was keeping improving. 205 comprehensive rural cultural stations, 2310rural bookstores, and 854 village cultural activity rooms had beenbuiltand improved. The nationwide fitness campaign was vigorously improved, and athletic sports achieved a new breakthrough. The natural population growth rate was controlled within 6.83%. Family planning work was keeping beingthe leading place in the whole province. Working experience of family associations was promoted nationwide. The second national economic census and the sixth national population census were fully completed. Meanwhile, Chenzhouhas successfully created to be the national demonstration city for disabled persons. New progress was made on the work of media, press, publishing, national religion, overseas Chinese affairs, statistics, price controlling, civil defense, weather, earthquake, hydrology, popular science, Chinese local Chronicles, women, children, and elderly people charity, etc.. The stationed and militias reserve forces made new contributions to the development of Chenzhou economy and society as well. Safety production situation was improving. The overloading rate of vehicles was decreased from 86.49% to 0.13%.Social management innovation waspushed forward to settle some standout petition work. “Law- based Chenzhou” project was actively carried out to grant people with better public safety condition. Chenzhou ranked the first in Hunan province on the satisfaction rate of public safety and cadre construction work. Now, Chenzhou, with harmonious and stable society condition, makes people feel more confident for thefuture.

  --The construction of government was improved continuously with upgrading administrative ability. Opening government construction was keeping carried out. The government seriously executed the decisions and resolutions made by People’s Congress and theStanding Committee. The connections with CPPCC, democratic parties, industry and commercial unity, and non-party group need to be enhanced by consciously accepting their supervisions.1276 proposals presented by Chenzhou Municipal People’s Congress and 1071 draft resolutions listed by CPPCC’s proposals were fully settled. Community construction, villagers (residents) autonomy and enterprise democratic management were greatly improving. The government took the lead to launch the open and concentrate trade for the rural group resources and direct line for rural incorrupt administrative information. The government also paid great attention to playing the function of labor union, the communist youth league, women’s union and other general public groups. The government set up and improved the system of “mayor’s hot line”, petition reception, and email handling to grasp the social situation and resolve the key problems at the soonest time. The rate of answering calls and people’s satisfaction rates were keeping over 96% and 93%. The government kept carrying out “Hunan province administrative service rules”and promoting the reform of administration examination and approval system. 610 affairs were examined and approved in the municipal service center, which saved half of the approvaltime. The government adhered to controlling the administration strictly, strengthening the audit and supervision, specifying the fiscal and finance management, intensifying the administrative supervision, practicing the online examining and electronic monitoring, and pushing accountability system and paperless municipal office system, all of which enabled a full coverage of comprehensive assessment and significantly highlighted government executive force and public credibility. Now Chenzhou municipal government continues to win the praise and support from people with its efficient and incorrupt image.

  Fellow deputies, Chenzhouh as not only gained brilliant success in economic and social development, but improved people’s spiritual life as well. In a word, Chenzhou city has achieved a profound change in the recent five years. Chenzhou government kept an open minded and practical spirit to carry out the city’s construction on the basis of scientific development. Now Chenzhou is full of energy and keeping going further. However, all these achievements are guided by the correct leadership of the municipal party committee, support and supervision of Chenzhou Municipal People’s Congress and Chenzhou Municipal CPPCC, and practical hardwork of all Chenzhou citizens.

  Here, on behalf of Chenzhou Municipal People’s Government, I sincerely appreciate the efforts of all ethnic people, all levels of People’s Congress and CPPCC members, all democratic members, members of industry and commercefederations, non-partisan figures, retired comrades, stationed forces, central and provincial departments, and friends and leaders who concern and support Chenzhou modernization construction.

  After the five years’ practice, we profoundly realized that we must stick to scientific development, and take development as the top priority of government work. We have to grab the opportunity of development, speed up the development step, improve the quality of development, and solve problems in the process of developing and use it to test the effect of every task.

  We must insist in foretasting before others byvigorously promoting the reform and opening up, focusing on the break of ideas and mechanisms which block the way of development, and innovatingmore measures to help the development with the lasting power and vigor.

  We have to adhere to the people-oriented policy, practically increasing the investments on people’s well-being projects, promoting social management innovation and trying best to protect people’s fundamental profitswith the aim of forminga powerful force for development.

  We must put all minds to handle concrete affairs, promote the development, and carry out the work with high efficiency. All these experiences are the valuable wealth in constructing a new Chenzhou, which are worth our cherishing and continuous development.

  We are clearly aware that there are some difficulties and problems on the process of further development, which are mainly as follows: the basic city condition with small economy aggregate and low per capita possession hasn’t been fundamentally changed; small industry scale with lower level and weaker competitiveness are still hindering the way; the resource environment pressure is kept increased; energy saving and emission reduction is still facing serious condition; and the transition of development bears great pressure; the new urbanization made little progress; the center city’s first degree is low; and duty for urban and rural development and task forconstant income growth of farmers are still too heavy; social management and public service systems are not perfect; public safety and stability situation are still severe; government administrative ability and service quality need to be further improved. Given all of these, wewill attach great importance to all these problems mentioned above, and addressed them seriously.

The next five years is a most crucial period for Chenzhou’s full development of chances and challenges. Chenzhou city is expected to have great jumps in the next five years.

• The working guidelines and goals in the next five year have been set inthe fourth municipal Party’s Congress. This term of government put forward the following suggestions to the next government on the basis of the spirit of the forth municipal Party’s Congress and the requirements of “the twelfth five-year plan”.

  General requirements: the government need highly hold the great banner of socialism with Chinese characteristics and take Deng Xiaoping theory and the “three representative” thought as the guide to thoroughly apply the scientific outlook on development and comprehensive implementation of the spirit of tenth Hunan provincial Party’s Congress and forth Chenzhou municipal Party’s Congress with the aim of building a totally new Chenzhou. During the process of construction, Chenzhou government has to comprehensively promote the “four-modernization and two -oriented” project construction, accelerate the speed of “four- Chenzhou” project, speed up the moderate prosperity social construction, promote the two-oriented society construction, and try to boost the scientific development with international characteristics.

  The main anticipated goals: the city GDP reaches 268 billionyuan with the annual average increase of 13% and per capita GDP is more than 50,000yuan in 2016; three industrial structures are adjusted to be 7:60:33; fiscal revenue hits 31.5 billion yuan with average annual growth of 16%; investment in fixed assets is accumulated to be 990 billion yuan with an average annual growth of over 24%; social total retail sale of consumer goods is with an average annual growth rate of 18%; total amount of foreign trade import and export is with an average annual growth of 20%; urban per capita disposable income is up to 32,000yuan, and rural per capita net income reaches 12,500yuan with an annual growth of 13%; registered urban unemployment rate is controlled to be under 5%; the natural population growth rate is controlled within 7.6‰; compared with 2011, unit GDP energy consumption is dropped by 16.5%; the main pollutants are decreased obviously, and the forest coverage rate is above 66%. On the basis of above requirements and targets, the next government needs to be concentrated on the following five aspects:

  (1).Thetransformation developmentshould be highlighted to accelerate the establishment of a modern industrial system.The government shouldvigorously promote the industry transition development in “three-year action plan” and industrial upgrade projects of “six thousands &three hundreds”, and focus on the cultivation of huge enterprises, industries, clusters, parks, and famous brands to forge a non-ferrous metal industry to be hundreds billions industry, to forge electronic information, new materials, equipment manufacturing, chemical industry, building materials, modern tobacco, grain and oil industry to be ten billion industries, and to forge Chenzhou non-ferrous metal industrial park to be hundreds of billions area. The government should vigorously promote the innovation between production and academic research with the aim of developing more strategic new industries and build new innovative Chenzhou city. The government is to speed up the information infrastructure and service platform construction to comprehensively promote the national economic and social development and public service informatization, which would help Chenzhou city to step into the combination development stage of informatization and industrialization. The added value of strategic new industries are planned to reach 50 billion yuan with an annual growth rate of 30%, which covers more than 15% of total GDP; the added value of high and new technology industries should hit 40 billion with annual average increase of 30%; The added value of production service industry amounts to 35 billion with an average annual growth rate over 12% which takes up more than 40% of the total service industry; the proportion ratio for processing industry output value of agricultural products and agricultural gross output value should be 1.7:1; the added value of industrial park industries hit 60 billion yuan with annual growth rate of 25% which takes up 40% of the total city scale industry; scientific improvement should contribute more than 55% to the economy increase, and 1.2 patents ownership should be reached for every ten thousand people.

  (2). Overall development should be highlighted to accelerate the integration of urban & rural areas. The government should pay more attention to the construction of center city to achieve bigger city scale, higher city level, with which to successfully create the national sanitation city, national garden city and national civilized city, and become an international level of modern central city with 100 square kilometers and 1 million populations. The government should speed up the construction of Chenzhou-Zixing- Guiyang town cluster and Chenzhou road new rural demonstration belt. The government should unify the planning of resource development within the area, industrial distribution, environmental protection, and infrastructure and market construction to take the lead in building balanced urban and rural development test area and achieving an overall well-off society.The government should speed up the construction of Chenzhou-Yongxing inter-city road to promote public transportation connection amongChenzhou, Zixing and Guiyang and Chenzho, Yongxing, and Yizhang, and improve development of Yong Xing and Yi Zhang, all of which would help to build the Chenzhou-Zixing-Guiyang and Chenzhou-Yongxing-Yizhang towns to be a modern cluster with perfect functions, industrial complementary and unique features.The government will support the county and central town expansion with strengthened public services and living functions, which would be gradually developed to be medium-sized cities to promote the rural urbanization, peasant’s citizenship and management communization.The government should vigorously promote the integration of urban planning, industry layout, infrastructure construction, ecological environment protection, and public service and policy measures, and carry out the “lighting-up Chenzhou” action and accelerate LED application demonstration city construction with the purpose of building new urban-rural relationship, promoting the mutual development of urban and rural areas and reach common prosperity. The government has to implement the national new ten-year poverty alleviation and development program, speed up the construction on Guidong, Rucheng, Yizhang, Anren and poverty alleviation development zones around Luoxiao mountains to ensure that poor regional farmers’ income growth rate is higher than the average level of the city.

  (3) Opening development should be highlighted to accelerate the pace of internationalization. The government should concentrate on constructing the national south Hunan undertaking industrial transfer demonstration area to implement more active opening strategies,and speed up the pace to connect with the world in different areas such as concept, strategy, market, industry, mechanism, environment and others with more opening minds and to participate in the international economy cooperation and competition in wider areas by gradually improving the level of Chenzhou’s internationalization.The government continues to promote traffic infrastructure construction with main skeleton of railways, highways and main roads and network of rural roads, stations and waterways to construct one and half hour communication economic zones and magnify the domino effect with pearl river delta and Changsha-Zhuzhou-Xiangtan. The government is keeping strengthening the construction of the park, custom, inspection, port, logistics, standard factory and other undertaking platforms, keep introducing strategy investors, multinational companies, enterprise headquarters and industry leading enterprises into Chenzhou city, and speed up the development of the processing trade and service outsourcing to start a new undertaking industrial transfer stage with bigger scale and higher level. Meanwhile, the government keeps deepening the reform of key areas and crucial links to establish the system and mechanism which is conducive to scientific development and better city construction.

  (4) Green development should be highlighted to accelerate the ecological civilization construction. The government should fully promote construction of Chenzhou-Zixing-Guiyang two-oriented society demonstration belt, energetically carry out the two-oriented project and speed up the establishment of two-oriented industry system to take the lead in forming new mechanisms with favorable resource saving and environment protection function, accumulating experience on opening-up and transformation development, and establishing the two-oriented industry accumulation area, reform and opening pilot area, ecological civilization practice area with the target of driving and promoting the two-oriented society construction. The government should forcefully develop circular economy, speed up the elimination of backward productivity, and actively implement “gasification Chenzhou project” to powerfully promote the energy conservation and emission reduction. The government strives to strengthen the ecological construction and environmental protection, pay special attention to the ecological function construction of surrounding Dongjiang river area, strengthen the comprehensive environment retreatment and heavy metal pollution management on key river and regions, and promote center city key pollution discharge enterprises to “suppress the second industry and develop the third industry”. All the measures above would effectively resolve outstanding environmental problems and ensure the ecological environment quality improvement obviously. The government will carry out the establishment of “livable cities, towns, and countries”, to promote “urban and rural greening projects for three years” and increase the forest coverage and carbon discharge function.

  (5)Harmonious development should be highlighted to guarantee and improve the livelihood of the people. The government is keeping putting people’s livelihood into the priory place and implementing the “double income plan”, promote employment, improve the social security system, improve the residential housing conditions and realize the equal access to public service and social security. The government has to speed up the construction of the strong education city, promote the balanced development of compulsory education, and promote the harmonious development of all kinds of education at all levels. The government should promote strong cultural city construction and actively develop cultural undertakings and cultural industries to secure common moral basis of all citizens and implement “law- based Hunan construction outlines” to speed up “law- based Chenzhou” and “peaceful Chenzhou” construction.The government need push forward the social management innovation, improve the expression way, the mediation and contradiction appeal right protection mechanism, complete social security prevention and control system, strengthen the safety and emergency management, and establish the social management mechanism of the combination for source management, dynamic management and emergency disposal combination. The government should promote the opening government construction, guarantee people’s democratic rights, and safeguard social fairness and justice to form the vivid situation that all people can be able to obtain their proper social rights, get on well with others and create their decent lives.

It is the first year in 2012 to comprehensively implement the spirit of the tenth Hunan provincial Party’s Congress and the forth Chenzhou municipal Party’s Congress. It is also the first year in 2012 to start the new government’s administration.

• The main anticipated goal of the economic and social development for Chenzhou is: the city’s GDP increases by13%, the fiscal revenue and general budget by 16%, fixed asset investment by 30%, total retail sales by18%, urban per capita disposable income and rural per capita net income by 13% and 16% respectively while the registered urban unemployment rate is controlled under 4.5%, the rise in consumer prices at about 4%, and the natural population growth rate within7.6 ‰. To achieve the above goals, the government needs to be concentrated on the following six aspects:

  (1) Project construction must be strongly carried out. The government will vigorously implement the project construction of “836 plan” and the investment of “the twelfth five-year plan”, will work hard to fulfill investment of fixed assets with 105 billion yuan in this year (without including the projects less than 5 million yuan and inter-district investment distributed by Hunan province) and reach over 32% increase on industrial technical improvement investment. The government will plan to arrange 948 major construction projects with over 50 million yuan for each, and the total investment will hit 355.3 billion yuan while the annual planning investment will amount to 98.7 billion yuan. The government is to start 531 industry development projectswith49.7 billion yuan annual planning investment. Among them, Fuji industrial park, Aomeisen industrial park, Sany industrial park, wind power generates electricity, tea-oil processing and base construction, tourism scenic spot quality improvement, and real estate development projects will be the key ones to be firstly carried out .The government plans to arrange 245infrastructure construction projects with 32.8billion yuan annual planning investment. Among them, the construction infrastructureprojects, industrial park infrastructures projects, water infrastructure projects, energy infrastructure projects and information infrastructure projects will be mainly promoted. The government will arrange 78energy conservation and environmental protection projects with 5.7 billion yuan annual planning investment. The projects such as heavy metal pollution abatement, mine geological environment management protection, water supply and cut pollution management net, etc. will be first carried out. The government is about to arrange 94 projects concerning livelihood and social development with 10.5 billion yuan annual planning investment, focusing on transformation of coal mine shanty town, low-rent housing, public rental housing construction, and other projects. The government will strengthen the project packing and reserve, strengthening the force tomake more projectslisted in the national and provincial plan. The government will specify and develop the financing platform, deepen cooperation between banks and enterprises, innovating more financing mode, andbroadening the financing channels with the target of getting 20 billion yuan financing within 2012. The government is going to strengthen land management of project construction, revitalize the land resources, and crack the land use bottleneck. The government will complete project promotion mechanism and strengthen the whole course supervision on project quality and safety. The government will optimize the projectconstruction environment, and strengthen the government investment audit.

  (2) Construction of south Hunan undertaking industrial transfer demonstration area needs to be promoted. The government will put the construction of south Hunan undertaking industry transfer demonstration area at the top place for a long term. The government has to form more solutions to obtainmore favorable policy supports onadministrative management, market system, financial service, land management, household registration system, talent introduction, and other aspects. All these supports will be facilitated to build Chenzhou-Zixing-Guiyang, and Chenzhou-Yongxing-Yizhang undertaking industry transfer demonstration lobby, and to make Chenzhou as a new platform of undertaking industrial transfer, a leading area for inter-city cooperation, gathering area of processing trade and test area of transfer development. All of these may help to explore new models and provide new experience for scientific undertaking industrial transferin central areas’. The government must vigorously undertake the industrial transfer, and implement the “four -thousand project”. The government should continuously push forward the standard factory building construction, improve the factory build ing applicability, and try to finish 3.5 million square meters of new standard factory buildings. The government will speed up the undertaking platform construction such as Chenzhou export processing zoneand international logistic center of highway port by integrating and improving the port function and building a big custom system with high efficiency and low cost.The government strives to create a national industrial transfer demonstration city. The government is to hold different themes of special innovation activities to attract more strategy investors, large-scale national enterprises, top 100 strong private enterprises and headquarter economy and to achieve the zero breakthrough of producing the world top 500 manufacturing enterprises. The government will strengthen the tracking and practice of signed projects to increase the rate of execution and try to get the increase of practical use of foreign capital and domestic investment with the growth of 15% and 16% respectively. The government will vigorously develop processing tradeand actively introduce export-oriented and collaborative processing trade projects and enterprises. The government has to make service outsourcing development plan to speed up the training of service packing talent, and cultivate the service packing enterprises. The government must expand export volume, optimize the structure of import and export products to improve export product added value and brand competitiveness. The governmentwill try to get foreign trade import and export growth by over 20%, of which the total import and export processing trade growth gains more than 30%. The government need encourage and guide the city advanced industry and enterprises to carry out cross-border mergers, undertake oversea projects, labor force cooperation, and expand the international development space. The government will deepen the reform of key areas and links by continuing to carry out the “year of reform promotion” activities, strengthen the state-owned asset supervision and optimize the state-owned capital structure. The government will support all citizens to create their private business, supporting non-state-owned economy and smalllµ enterprises to accelerate development. The government will speed up the comprehensive rural reform, promotewater comprehensive reform, complete the agricultural technology system reform, promote the reform of wage and income distribution by actively promoting institutional personnel system reform, speeding up the reforms of the cultural system and management marketization andcomprehensively promoting multiple reform of basic medical and healthy institutions.

  (3) Transformation and upgrading of industry should be accelerated. The government will fully implement “three-year action plan” for the development of industry transformation, and carry out the “year of industrial economic quality promotion”activities to gain a growth of over 18% on scale industry added value. The government can upgrade the advantages of traditional industries by carrying out different supporting projects. The government tries to get30% increase for strategic new industry added value, which will be with 1% growth on scale industry. The government tries to get over 30% growths for added value of high and new technology industrywhich will be with 1% increase on total GDP. The government will speed up the development of modern service industry and try to get the increase of production service value with 12% and the increase of 1% for service industry. The government will accelerate national high technology service industry base construction, and strive to establish the base city for undertaking international service outsourcing projects. The government plans to strengthen the construction of logistics platform and electronic ports to launch the removal project of Chenzhou north railway freight transportation, and vigorously develop new industries such as logistics, exhibition, e-commerce, etc.. The government will optimize the financial ecological environment, support the innovation development of stationed financial institution in Chenzhou, ensure Chenzhou rural commercial bank to start its business, speed up the steps oflisting work for some backup enterprises, actively develop the security, futures, insurance and risk investment industry, and standardize the development of assurance and small- loan companies. The government will continue to carry out the activity of “year of tourism projects” with annual travel project planning investment of 3.6 billion yuan to promote international quality level of Chenzhou tourism and to achieve 20% increase for both visitors’ acceptance and tourism comprehensive income. The government will strengthen the planning guidance to promote cultural industry development, and forge a great southern culture creativity production base. The government is to accelerate the comprehensive pilot city construction of the national renewable resource recovery system and agricultural modern circulation. The government will promote the stable and healthy development of real estate industry, reasonably control real estate supply amount and structure, and guide residents’ reasonable housing consumption. The government tries to invest 10 billion yuan in real estate development and new operation and build commodity house with 10 million square meters. The government will attach much importance to developing modern agriculture. The government will keep deepening the promotion of modern agricultural demonstration park construction. The government will raise the farmer’s organizational and scale management level. The government will undertake the work of flood control and drought relief, forest fire prevention, epidemic prevention of animals and plants, agriculture comprehensive development, etc.. The government especially pays attention to “three one agriculture” insurance service system construction to perfect rice, sow, farmers’ housing and other agricultural insurances. The government strives to forcefully develop the economy of industrial parks. According to the specified requirements, the government will further clarify key areas and industrial positioning to guide the parks to be characteristic and professional. The government will strive to increase the scale industrial added value by more than 30%, which accounting to 2% increase of whole city scale industry. The government will focus on the development of green economy. The government will develop the recycling economy to support the construction of Zixing national advanced demonstration area and ecological demonstration, and Yongxing national circulation economy demonstration parkand national circulation economy pilot unit. The government will strengthen the comprehensive management of river basin water environment and treatment of mine geological environment to make Dongjiang Lake list into the first batchof “one lake and one policy”projects inthe national area and complete the provincial energy conservation and emission reduction task.

  (4) Urban and rural overall development should be actively promoted. The government will adhere to the strategy of central city upgrading and urban& rural integration to promote the construction of main priority zones, and create the overall development of urban & rural regions. The government needs speed up theimprovement of center city quality. The government will promote the planning of urban areas. The government will arrange 151 city infrastructure construction projects with total 29.7 billion yuan investment and 10.2 billion yuan annual planning investment. The government will strive to establish the national garden city with over 44% greening coverage, 38% green land rate, and the per capita public green area of 10.8 square meters. The government is to keep optimizing the industrial structure, perfecting the urban industrial system, and strengthening urban economic power by speeding up the development of Chenzhou-Zixing-Guiyang two-oriented society demonstration belt. The government will conduct 287big projects with total investment 119.6 billion yuan and 26 billion yuan annual planning investment with the aim of focusing on the construction of 103 two-oriented industrial projects, 155 urban & rural unified projects, 29 ecological projects, which would greatly help to realize inter-area integration of public busesand promote “three nets fusion” andto promote the fusion development of Chenzhou-Zixing-Guiyang counties. The government will speed up the development of urban and rural regional integration. The government will fulfill county regulatory coverage of whole city with the rate of 85%, among which Beihu and Suxian district will firstly realize the full coverage of urban and rural regulatory. Chenzhou-Yongxing road construction will be rapidly accelerated to drive Yongxing harmonious city development. The government will promote expansion and quality improvement of county and central town, implement “eight one” projects and build 1-2 demonstration towns in every county. The government will take the construction of new rural demonstration belt as the key project to promote the new rural construction. The government will promote construction of meteorological monitoring and disaster warning engineering to complete construction of municipal and 11county mountain torrent disaster warning system and perfect the mountain torrent disaster warning system of 1020 key countries. The government will arrange the training for more 0.8 million farmers, and make full use of the policy chance for the poverty alleviation around the Luoxiao mountain to further increase the development strength and support the improvement of poverty areas.

  (5)100 well-being projects continue to be pushed forward.The government will always put the security and the improvement of people’s life at the first placeamong all government tasks. The government will optimize the structure of fiscal expenditureand continue to implement “100 well-being projects” to grant all Chenzhou people with a happy life. The government will strive to improve the people’s living standards by earnestly implementing the prosperous policies and promoting urban and rural residents with continuous increasing income. The government will establish a unified standardized labor market to improve the public employment service system, and do a better job in the guidance work for the urban increasing workforce and rural migrant workforce. The government will fully promote rural outpatient serviceand promote “new rural insurance” and urban residents’ endowment insurance to improve the scattered support standards of rural five guarantees and rural low object level with the purpose of achieving a complete subsidy coverage. The government will strengthen the construction of nursing homes and actively develop social welfare and charity. The government will strengthen the affordable housing construction and regulate management of the low-rent housing and public rental housing to fully improve social undertaking. The government will adhere to the priority to education development and focus on promoting equal education and improving education quality to optimize resourceallocation between urban and rural areas by fully pushing forward the balanced development of compulsory education. The government will vigorously promote projects like cultivation of innovation enterprises, agricultural technology demonstration, transformation of scientific and technological achievements, talent cultivation for technology innovation, and implement a batch of major scientific and technological industrialization special projects, production-academic-research combination special projects, and the transformation of scientific and technological achievements project. All the projects may actively cultivate the independent brands and intellectual property rights to promote the innovation construction of Chenzhou city. The government has to consolidate and complete the national basic medicine system, support the development of traditional Chinese medicine, speed up the service system construction of Chinese medicine, and strengthen the talent team cultivation for medical treatment and public health. The government will speed up the development of cultural undertakings and industries, improve the public cultural services system to enrich people’s cultural life.The government will strengthen the protection and development of historical and cultural city, solve the population problem with overall plans, and widely develop the nationwide fitness campaign to promote the sports construction of Chenzhou. The government will do well in media groups, pressing and publication, nation religion, foreign affairs, overseas Chinese affairs, statistics, cultural relics, files, weather, earthquake, hydrology, popular science, local chronicle, women, children, elderly people, disabled and etc. The government will strengthen national defense mobilization, national defense education, and vigorously support the construction of party in Chenzhou. The government will try best to maintain the stability and harmony of society, strictly keep promoting enterprise safety production standardized construction, strengthen supervision and law enforcement source supervision and daily enforce to prevent the occurrence of severe and heavy accidents. The government will continuously push the policy to handle the overload in the highway and deepen the passenger traffic market treatment. The government will speed up the platform construction of city and county levels for public alerting information releasing and improvement of the emergency response ability. The government will strengthen social management and innovation to promote social management socialization, dynamic and integration. The government is about to strengthening urban and rural community management and community autonomy and service function. The government will improve the construction of “peaceful Chenzhou” to enhance the people’s security and satisfaction rate.

  (6) Open government construction needs to be deepened. The power of government is granted by people. Government must be responsible to the people and subject to people’s supervision, making people feel satisfied so that the government must administrate under the requirement of laws. The government will strictly administrate the social affairs under legal authority and procedure to ensure all tasks are under the procedure, operation and standard. The government will deepen to make government affairs open to public, complete the government rules of debate, open the Mayor’s hotline email and network medias and other channels to listen to public voices, and insist in making important decision with the way of collective decision, public participation, expertdemonstration, risk evaluation and consultation, social public hearing. The government will seriously implement the resolution confirmed by the municipal People’s Congress and Standing Committee, accept its legal supervision and work supervision, and support Chenzhou municipal CPPCC to participate and discuss the administration and voluntarily accept its democratic supervision.The governmentwill listen to different advices presented by the democratic parties, federations of industry and commerce, non-party people’s to improve the bill, suggestion and proposalquality. The government will consciously accept social publication and press supervision. The government needs be innovative and capable of emancipating minds and upgrade its capability on overall control. The government will support studying, encourage innovation, advocate the hardworking, and treat the setbacks seriously.The government will accept every method as long as it is helpful for scientific development, enriching people’s life, making the city stronger, benefiting a lot to people.
