1. Every citizen should be aware of the establishment of civilized city and can speak out its standards and it basic requirements of a national civilized city.

2. Every citizen should have civilized behaviors and harmonious interpersonal relationship.
(1) Morality in public places: no littering everywhere, no spitting, no fighting, no smoking, be quite in the cinema, library and other public places, etc..
(2) Morality for the public traffic: following separate way, following traffic orders of the police, waiting till green lights, no serious traffic jam etc..
(3) Morality for protection of public infrastructure: all the public infrastructures such as public phones, mail boxes, columns, seats, etc. are kept in good condition.
(4) Interpersonal relationship: share the seats for the people in need; answer patiently when others asked; help the disabled and weakness in need.

3. All the citizen should widely participate in the establishments of civilized city and contribute their efforts in it.
