It was reported that ecological civilization mobilization, three-year greening project promotion and autumn & winter production conference was held in Guiyang county on Oct. 12, 2013. Li Xiangyang- Secretary of Guiyang County Party Committee and other leaders of Guiyang county attended the conference.

Four systems should be carried out to promote the ecological civilization construction

It was a significant strategic deployment of the enhancement on ecological civilization construction listed by the Party Central Committee with the requirement of development trend. It reflected the Party’s administrative concept of “people oriented” and also it was the inevitable choice for Guiyang county’s transformation. Key attention should be placed on the following four systems’ construction: ecological natural system, ecological industrial system, ecological livable system, and ecological cultural system. Enhanced leadership, favorable policies, more investment and participation, stricter punishment and award system and other measured should be carried out in Guiyang county to make sure the tasks for its ecological civilization construction to be fulfilled comprehensively. Furthermore, greening, cycling and low-carbon development models should be promoted in Guiyang county to form a saving and environment protection style of Guiyang county and upgrade it to be a livable county.

130,000 square meters urban greening should be soared in Guiyang county

It is the last year of 2014 for the three-year greening project. In order to fulfill all the tasks on time, following work should be carried out forcefully: 130,000 square meters urban greening construction, 30,000 greening trees plantation, one or more gardens (parks) construction, fulfillment of 2 high level standard vertical greening places with more than 600 square meters area, reforestation work on barren mountain, closing mountain for afforestation, retreatment of low production forest, upgrading work on the greening work of expressways and Hunan provincial roads, greening work on rural roads, river banks and water reservoirs, establishment of greening demonstration towns and villages, etc.

Autumn and winter production scale should be over 360,000mu

A unified awareness of the significance and urgency for the agricultural production in autumn and winter should be highlighted in the whole county. In order to meet the target to increase the autumn and winter production scale to be more than 357,500mu, optimized production layout, upgraded technological service, industrialization exploration, strengthened construction of demonstrations and immigration & development work should be carried out well. Specified figures for the crops planted in these 357,500mu areas were laid out carefully to ensure the yield rate to be more than 90% and people’s income to be with over 200yuan growth.

Water conservancy work should be accelerated by seizing the best chance

The key working targets for water conservancy construction of this winter and next spring are as follow: 555 million yuan investment collection, 4.90 million cubic meters movement of stones and soil, about 10,000 water conservancy projects construction, retreatment of 39 risky and dangerous reservoirs, retreatment of 4730 pools and damns, 88kms channels construction, reparation for 1282 projects damaged by flood, 2000 more cubic meters water storage capacity, increasing and retreatment for 47,200mu irrigation areas, and settlement for the unsafe drinking problems for over 40,000 people.

Much more attention should be placed on the reparation of projects damaged by flood, drinking water safety issue and construction of water conservancy projects. At the meantime, more force should be played on Taoyuan reservoir water source project and other 38 reservoir reinforcement work and some more key projects construction.

More than ten thousands party members would be dispatched to the villages to promote the water conservancy projects construction

According to the county’s plan, an action that more than ten thousands party members dispatched to villages to promote water conservancy projects construction would be carried out in Guiyang county. This action would be handled out for four months. More than 10,000 cadres and backbones of party members would be mobilized to go to the villages to guide the masses to carry out the water conservancy construction, especially on the retreatment of channels, pools and damns. 100 million yuan investment would be placed on the water conservancy projects to help to upgrade the water saving capacity and water storage capacity, and improve the irrigation condition. At the meantime, more scientific and efficient management mechanism and operation mechanism should be established to promote the improvement of water conservancy projects’ effects to lay sound foundation for next year’s agricultural production.
