In order to promote 2013 greening work of urban and rural areas, this project plan was figured out on the basis of“key work for 2013 Chenzhou three-year greening plan of urban and rural areas” and Rucheng county’s practical conditions.

First, guiding ideology

All work should be guided by scientific concept of development, carried out on the basis of “decision of three-year greening project in urban and rural areas”issued on the forth Chenzhou Municipal Party Congress, followed the strategic arrangement of “another three years for refulgence”, and focused on the general idea of “construction of central county of interprovincial areas, portal county of Hunan province’s border, and international livable county”, especially for the five greening projects as urban area greening project, mountain area’s afforestation project, channels greening project, water system greening project, and villages greening project.

Second, working tasks

1. 50,000 square meters of new urban greening areas; 10,000 seedling planting; one more new parks; one high standard three-dimensional greening place with more than 200 square meters; and treatment for the bare land in urban area;

2. 40,000mu afforestation areas; 40,000mu hillsides closed for afforestation; improvement for 25,000mu low production forest;

3. 56.718kms arterial highway greening and 162.788kms village road greening;

4. 5.6kms river system greening and 750mu greening for water reservoirs;

5. 5 demonstration towns and 21 demonstration villages construction.

Third, key workings

1. Greening of urban area

1) Greening work for some key roads, units, and communities of Rucheng urban areas;

2) Greening work for parks, gardens, roads, river banks, landscapes, urban forest projects;

3) Establishment work for greening demonstration areas

2. Afforestation in mountain areas

1) Reforestation in cutting and burned areas;

2) Afforestation in barren mountains and lands;

3) Closing hillsides for afforestation;

4) Protection and management for the young plants.

3. Greening of channels

1) Greening work for sections of some national roads and Hunan provincial roads and villages roads;

2) Protection work for channel greening projects;

4. Greening of water systems

1) Greening work for riverways of Yijiang river, Sanjiangkou river, and Sanwanlong water reservoir;

2). Greening work for riverways from Xinliang bridge to Wenquan power station and protection work for the finished greening projects along this way.

5. Greening of villages and towns

1) Further promotion of construction of “green villages and towns”;

2) Better greening work for the planning areas of towns;

3) enhanced village greening and farmyard greening.

Fourth, working processes

1. Launching phase (from August to October, 2012 ) for propaganda and other preparation work;

2. Land preparation phase (from October, 2012 to January, 2013) for preparation of high quality planting land;

3. Planting phase ( from January to March, 2013) for high level planting work handled out by special afforestation team;

4. Protection phase (from April to December, 2013) for protection and management of the newly planted seedlings.

Fifth, working measures

1. Enhanced leadership with specified responsibility for different departments

The construction work for 2013 Rucheng greening projects of urban and rural areas would be organized, coordinated and inspected by Rucheng three-year greening project headquarters

1). Urban forest projects: all the unfinished urban forest projects should be fulfilled by the earlier departments;

2). Landscape projects: some landscape projects concerning for expressways should be carried out by local governments; cemetery landscapes should be handled by the owner of the cemeteries;

3). Garden projects: all should be implemented by Rucheng City Management Bureau;

4). Channel greening projects: headquarters of channel greening projects should be in charge of all and some relative departments should be in charge of the specified implementation details;

5). Water system greening projects: he headquarters of water system greening projects should take charge of all and some relative departments should be in charge of the specified implementation details;

6). Village greening projects: headquarters of village greening projects should be in charge of all and some relative departments should be in charge of the specified implementation details;

7). Afforestation projects of mountain areas: it should be organized and coordinated by all levels county governments and some relative departments should be in charge of the specified implementation details;

2. Mobilization by some demonstration projects

It should be followed the responsibility system as earlier days that county level leaders contact with town level leaders and town level ones contact with village level ones.

3. Enhanced propaganda work

Different propaganda activities should be carried out by the different level governments and departments to mobilize all Rucheng county’s people join in this greening project construction and upgrade their greening awareness as well. 

4.innovative working measures 

1). Playing much attention on confirmation of business entities with new measures to upgrade greening project quality;

2). Establishing encouragement system of the greening project;

3). Strictly following the afforestation deposit management system to ensure the influent implementation of greening project;

4). Enhancing the comprehensive management.

5. Trying different ways to collect funds

1). Integrating the project funds by forest departments;

2). Greening project funds or budgets should be figured out by different departments;

3). Strict enforcement of relative policies and regulations issued by Hunan provincial government should be carried out by Rucheng Greening Project Office;

4). Sound arrangement of funds should be handled out by Rucheng Financial Department with the requirements listed by Chenzhou Municipal Party Committee and Chenzhou Government;

5). Encourage work should be carried out to mobilize more people join in the greening project construction;

6). Comprehensive funds management.

6. Strict supervision and examination system

1). Regular supervision working measure;

2). Examination measures for different project phases;

3). Encouragement and punishment measures.
