It was reported that mobilization conference for upgrading of transportation & working conference for transportation was held in Chenzhou city on March 13, 2015. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized on the conference all departments should keep following “five transformations”, implementing the requirements of “five boutiques”, and carrying upgrading of transportation to build “upgraded version” of Chenzhou’s transportation.

In recent years, Chenzhou Municipal Party Committee and Chenzhou Government placed transportation construction at a highlight point and promoted it systematically by seizing the chances and figuring comprehensive planning. Chenzhou launched the great battle of 3-year transportation construction in 2009 and carried out a higher level and larger scale 3-year transportation construction project in 2012, both of which greatly helped to promote Chenzhou city to be upgraded as a transportation hub city from transportation point, and improve Chenzhou city’s transportation from single style to comprehensive and three-dimensional style. Chenzhou city’s transportation work kept being awarded with first prize for three consecutive years and ranking first place for two consecutive years on Hunan provincial transportation development assessment.

Xiang highly affirmed the great achievements gained on 3-year transportation construction. He stated Chenzhou city’s transportation condition was improved with a historic development by handling the 3-year transportation construction project, which played an important supporting role on economic and social development, accelerated the integration of urban and rural areas, expanded the space of opening up, and speeded up the progress of construction of comprehensive well-off society. However, all departments should be soberly aware of the gaps and current situation and should accelerate the upgrading of transportation with more courage and efforts.

Xiang emphasized that all departments should keep focusing on “five transformations” to forge the “upgraded version” of Chenzhou’s transportation. The “five transformations” refers to: “transformation from an ordinary transportation point city to comprehensive transportation hub city; transformation from single style to comprehensive three-dimensional style; transformation from multistage extensive management to comprehensive operation management; transformation from modernization of urban transportation to networking of rural transportation; and transformation from occasional investment to regular normal construction.” All work should be followed with that general requirement to build “upgraded version” of modern comprehensive transportation hub city along with establishments of “inter-provincial modern comprehensive transportation hub city”, “national demonstration city of comprehensive transportation service”, “national pilot city of low-carbon transportation”, and etc. and construction of “three-dimensional, comfortable, law working, well-being, and green” transportation.

Xiang stated that upgrading of transportation should be forcefully promoted. Balance attentions should be placed on“construction, management, protection and operation” to coordinate and promote the construction, management, protection and operation work; integration of“railway, highway, airport and waterway” should be kept by figuring out the overall plan of the construction of railway, highway, airport, waterway and urban railway system, which was aimed to build the three-dimensional water, land and air transportation; “convenient, safe, clean and beautiful”standards should be kept by highlighting the infrastructure construction of arteries, highlighting the decoration, greening and sanitary work, and connecting the transportation construction with overall development of urban and rural areas and construction of beautiful rural area, which was aimed to improve Chenzhou city’s roads condition to be more convenient and beautiful.

Xiang said the requirement of“five boutiques” should be well implemented on the upgrading of transportation. The working standards of “precise, delicate, find, simple and boutique”should be followed on the basis of earlier stage’s work to promote the upgrading of transportation. Freeing minds, reform and innovation, scientific scheduling, and responsibility system should be kept to handle the transportation work as well.
