On September 9, the press conference of Beihu District (Chenzhou Economic Development Zone) celebrating the 70th anniversary of the founding of PRC was held in the Press Release Hall of the Municipal Government. Since the founding of New China 70 years ago, especially since the 18th National Congress of the CPC, the district's economy and society have been developing continuously and healthily. Hundreds of national and provincial honors have been awarded successively, such as the Basic Equilibrium Zone for the Development of Compulsory Education in China, the National Leisure Agriculture and Rural Tourism Demonstration Zone, the Provincial Safety Production Demonstration Zone, and the Advanced District of County Economic Development.
By 2018, the regional gross domestic product of Beihu District reached 42.2 billion yuan, an increase of 20.1 times over that of 1995. Since its establishment in 1995, Beihu District has adhered to industrial dominance and achieved high-quality regional economic development. The structure of tertiary industry was optimized from 7.5:56.8:35.7 in 1995 to 2.6:28.0:69.4 in 2018, realizing a historic transformation from "231" to "321". In 2018, the per capita disposable income of rural residents in the whole region reached 22,062 yuan, 17.8 times that of 1995.
Beihu District has insisted on coordinated development, and the urban and rural environment has become increasingly ecologically livable. The "three vertical and two horizontal" urban skeleton has taken shape. The "Five Major Sectors" such as Western District of Chenzhou City and Wuguang New Area have gradually entered a good situation. The infrastructure in the southwestern mountainous areas has been continuously improved, forming a city development pattern of integration of production and city, leading role, remote echo and mutual horn.
Beihu District has persisted in the continuous improvement of the ecological environment, with the forest coverage rate reaching 69.16 percent, and further promoted the "river chief system". Since 2012, a total of 89,300 mu of artificial afforestation and 76.2 km of river greening have been completed.
Beihu District has been guided by innovation and gradually formed an open development pattern; has actively integrated into the construction of "Guangdong- Hong Kong-Macao Greater Bay Area", "Yangtze River Economic Zone" and "South Hunan and West Hunan to Undertake Industrial Transfer Demonstration Zone". Chenzhou Economic Development District has been awarded "National Model Base for Entrepreneurship and Innovation of Small and Medium-sized Enterprises", "National Model Base for Entrepreneurship Incubation" and "National Base for Transformation and Upgrading of Foreign Trade (Jewelry)".
Beihu District has adhered to the people-centered approach, and its development achievements have continuously benefited the people. In recent years, people's livelihood expenditure has accounted for more than 80 percent of fiscal expenditure.
