It was learned from Chenzhou Finance Bureau, the fiscal revenue of Chenzhou achieved a successful start in the first quarter of 2012. Based on the high number of last year's achievement, the fiscal revenue of the city has increased steadily in 2012. Till March 31, 2012, the total output value of Chenzhou reached 4.7 billion and the fiscal revenue hit 3.52 billion with the increase rate of 26.1% and 51.3% respectively which were 5% and 24.8% higher than provincial average level.
From 2012, with projects construction energetically propelled and domestic demand constantly enlarged, Chenzhou government tried to defuse the macro-economy downward pressure.The scale industry added-value, fixed capital investment, and social retail goods of Chenzhou grew so fast that they helped the fiscal revenue reach its goal. From January to March, the municipal fiscal revenue was up 26.8% while county levels' up 25.9%, among which Jiahe, Rucheng and Guiyang had the growth rate of 35.7%, 30.3%, and 30.2% respectively.
In order to enhance revenue collection, Chenzhou government keeps executing the policy that municipal leaders contact the nominated subordinate collection departments and hold some financial analysis at the same time. All the financial and tax departments shared their experience and learned more from each other to launch some special projects for key resources of tax, main industries and key enterprises. From January to March, corporate income tax increased 0.13 billion with the rate of 69.8%. Some small taxes as stamp duty, city and town land use tax, land added-value tax were up to 67.5%, 55.5% and 56.1% respectively.
Meanwhile, the fiscal expenditure also accelerated. From January to March, 5.53 billion yuan of general budget expenditure was fulfilled with the growth of 45.2%, among which70% was used for improving the well-being as urban & rural community affairs, medical treatment and public health, education, housing security, etc.. All the above four increased 106.2%, 104%, 43.5%, and 32.7% separately.
