Chenzhou government has started the construction of the non-ferrous industrial park since 2003. After 10 years passed, 25 square kilometers of industrial park areas have been finished, and 6 parks and 2 artificial lakes are under construction. 71 municipal economy approval rights were authorized to handle the park planning, construction, environmental protection, personnel, social security and other economy and society management issues. By August, 2012, its total technology, industry and trade volumes have hit 17.59 billion yuan, up 66.4%, while scaled industry added value and financial revenue amounted to 3.83 billion yuan and 350 million yuan with the increase of 37% and 39.4% separately.
Furthermore, 23 high technology enterprises which are about half of the high-tech firms of Chenzhou city chose to settle down in the park.
Big issues for the park development are as follows.
In 2003, Hunan Chenzhou Shizhuyuan Non-ferrous Technology Industrial Park was inaugurated.
On June 3, 2005, the park was approved to be a national export processing park, which is authorized with some export and custom clearance favorable policies.
In April, 2008, export processing park and non-ferrous technology industrial park were carried out to improve the industrial park.
In 2009, the park was enhanced with bonded logistic function, enabling the industrial park to undertake all kinds of enterprises besides processing trade firms.
In 2009, Bailutang town and Chenzhou Sciences Professional Technology School were in trust for the industrial park, helping to perfect its management mechanism.
In April, 2011, 71 municipal economy approval rights were issued to the park for its investment condition.
Besides those big issues mentioned above, Chenzhou non-ferrous industrial park was improved step by step with the support of Chenzhou government and it now plays its significant function on the development of Chenzhou economy and society.
At the very beginning, the park had a single industry structure of non-ferrous processing enterprises with less than 10000 workers. But now, great changes take place in the park. Non-ferrous new material industries, electronic information industries, strategic new industries, advanced manufacturing industries and other forms of industry structures are available in the park. In 2011, the total industry value of the park amounted to 20.38 billion yuan, among which 6.4 billion yuan was industry added value and 14 billion yuan belonged to high-tech industry value. The park is becoming more popular with its characteristic, technological, ecological and efficient development features.

71.5 billon yuan industry added value was gained in Chenzhou city, 8.4 times of 2002. It reached an annual increase of 15.9% and double times increase of industry added value in four continuous years. The scaled industry added value took up 54.8% of Chenzhou GDP, up 23.3% compared with 2002. The industries contributed 66.5% to Chenzhou economy increase in 2011. 125 strategic industry enterprises fulfilled 12.45 billion added values in 2011, which accounted for 16.9% of the scaled industry. What’s more, there are 3 provincial engineering technology research centers, 5 enterprises technology centers, 31 municipal technology research centers, 1 academician station and 1312 authorized patents available in Chenzhou city.
