Trying all best to improve Chenzhou city to be an inter-provincial logistic center

It was learned from Chenzhou Government Office that the former files for further promotion of modern logistic industry was released by Chenzhou Government. It planned to upgrade the modern logistics industry as one of the leading industries of Chenzhou city and as one of important pillar industries of modern service industry and aimed to improve Chenzhou city to be an inter-provincial logistic center in 2020. 

Following five targets were set for the development of modern logistics industry’s development: the total volume of logistics industry’s scale should be expanded rapidly with over 13% increase of annual added value of logistics industry, covering 25% increase of the total increase of modern service industry; the comprehensive logistics cost should be kept to decrease that the expenses on logistics should be less than 16% of the GDP; more high level logistics enterprises should be cultivated in Chenzhou city to fight for upgrading 3 5A level, 5 4A level and 10 3A level logistics enterprises; the informatization level of logistics industry should be improved greatly with ready informatization system and preliminary national wide logistics network that over 60% of the logistics enterprises to be facilitated with comprehensive management information system and 100% transport vehicles to be facilitated with GPS system; and the administration of logistics market should be operated orderly that over 50% logistics enterprises to be settled down in municipal level logistics parks and centers with open, fair and order logistics marketing system.

Followed with the files’requirements that Chenzhou city would keep perfecting the planning layout of logistics industry, would accelerate the speed to figure out “medium and long-term planning for Chenzhou city’s development of logistics industry (2014-2030)”, would pay great attention on improvement of modern logistics parks with better infrastructure construction to forge series of high level professional logistics parks of Hunan province and China, including 3-5 comprehensive logistics parks of Chenzhou municipal level ones and 1-3 professional ones in every counties and districts. Furthermore, comprehensive and professional parks would be figured out on the basis of the features of logistics products. Some logistics parks could be established in the industrial parks. Cored with Xiangnan International Logistics Park, more efforts should be paid to accelerate the construction of professional logistics platforms, especially on the construction of highway ports, comprehensive distribution centers and professional trading centers.

At the meantime, more financial supports would be placed by Chenzhou government. Some funds would be reserved from the modern service industry development funds to award the logistic construction and support the cultivation of logistics talents. Special funds would be reserved for the upgrading of logistics enterprises which were qualified as national 3A, 4A and 5A logistics enterprises at the first time. The newly introduced world’s top 500 or national top 500 logistics enterprises and the ones set headquarters in Chenzhou city would be awarded with relative rewards as well. Furthermore, 20% subsidies of the total investment (maximum 0.5million yuan) would be subsidized to the enterprises which establish the public logistics platforms by themselves and placed the platform into operation publicly.
