It was learned from the on-site conference of spring ploughing and manorial economy that 10 agriculture projects as food safety control and others would be carried out in Chenzhou city to help to enrich people. Some activities as technological guidance, support of agricultural materials, assistance from branches of the Party, projects communication by leaders of bureaus, technology supports, and etc. would be handled out by Chenzhou city with the educational practice of mass line. It was purposely to promote the transformation from traditional agriculture to modern agriculture by cultivating and developing more new agricultural business entities, upgrading technological innovation, enhancing policy guidance and improving mechanisms.

The ten agriculture projects are as follow: food safety control, vegetable supply, establishment of famous tea and fruit brands, standardization construction project of modern breeding industry, upgrading project of agricultural machinery equipment, driving project with leading agricultural enterprises, cultivation project of manorial economy, quality and safety control project of agricultural products, renovation project on agricultural ecological condition and technological service project for agriculture.

According to the data, Chenzhou city’s agricultural industry was improved well. The seeding of early season rice was promoted fluently that 1.54 million mu early season rice seeding work has been fulfilled. 0.58 million mu was for the rice seedlings cultivation. 0.8 million mu rice transplanting work was estimated to be handled by machines, which over-fulfilled the work placed by Hunan Provincial Agricultural Ministry and helped to avoid the direct seeding situation. At the meantime, the plantation of some spring season crops as cole, vegetables and green manure were expanded greatly. 3.14 million mu spring season crops were finished in Chenzhou city with an increase of 10%. 0.955 million mu was for cole, up 14.6%; 0.864 million mu was for vegetables, up 21.7%; and 1.01 million mu was for winter green manure, up 11%. Furthermore, the modern manorial economy was fully improved in Chenzhou city. Thanks to active actions handled out by the party committees, governments and agricultural departments of all levels, the manorial economy of Chenzhou city was upgraded greatly. Each manorial economy project which would be inspected and approved in 2014 in every counties and district of Chenzhou city was designated one municipal leader to communicate relative work. Some favorable policies were issued by the counties and districts of Chenzhou city to assist the manorial economy’s development to well play its demonstration function. Taking Yizhang county for example, a special fund amounted with 5 million yuan was set for the manorial economy.
