From November 14 to 15, 2012, Deputy Secretary of Chenzhou Party Committee- Mao Tengfei led a team with the principals of Chenzhou Municipal Revolution and Development Commission, Information Commission, Land Bureau and Science and Technology Bureau went to Rucheng County for deepening investigation of its economic and social development.

From 2012 on, following the development orientation of “marginal regional center county in Hunan province, Guangdong province and Jiangxi province, gateway county in Hunan province border, and international ecological livable county”, Rucheng county government made great efforts to promote its construction of “high quality supplier of agricultural products for Guangdong province, Hong Kong and Macau, mining resource distribution base with discourse power, leisure destination international fame, and leading carrier of industrial undertaking transfer” and achieved sound and fast development.

Mao Tengfei highly affirmed Rucheng County’s good work, and pointed out the requirements for its work of next step. Mao said Rucheng should seize the chance of “two great opportunities and one great improvement” to reach a bigger total economy volume. The two great opportunities refer to that Rucheng was listed in the Luoxiao mountainous area poverty alleviation and development and the one costal industries are transferring to the central and western part of China; one great improvement refers to the construction of two expressways of Xiarong and Xiangshen express way, which would greatly upgrade Rucheng county’s traffic condition. Rucheng County should prepare well for these potentialities with good infrastructure construction to promote the development and fully upgrade the levels of industries by taking the emerged industrialization as breakthrough. Rucheng County should grasp “three industries”, upgrade the traditional industry, cultivate emerging industry, and improve productivity service industry. Rucheng County should forcefully boost the industry development by forging an industrial park platform. Industrial park planning should be upgraded with faster construction of infrastructure and stronger investment attraction force. Furthermore, Rucheng County should guide well on the rational distribution of population, pay attention to the construction of demonstration zones, boost the overall urban and rural development with a high efficient network to share the achievements with people, and should innovate the mechanism to solve the capital and land problems hindering the way of further development.
