Xiang Lili- Secretary of Chenzhou Municipal Party Committee investigated Guidong and Rucheng County recently. Xiang stressed that both the two counties should try best to catch up and reach the leapfrog development with the guide of spirit from 18th National Congress of CPC.

“Ecological civilization” was collected in the report of 18th National Congress of CPC. Both Guidong and Rucheng County are with the special features and advantages in the ecology. Focusing on the target of building a “health paradise, summer resort, and beautiful” county, Guidong county carried out series of strategies to accelerate the construction of new urban and rural areas, improved the county image and promote the tourism projects. From January to October, the financial revenue of Guidong county hit 170 million yuan, up 22.7%. Rucheng county forcefully carried out its “five great projects”, industrial transformation, county upgrading, well-being improvement and working style rectification to help Rucheng county step into a new stage of “another three-year project for new Rucheng county”. Meanwhile, some leading ecological agricultural enterprises kept following the modern agricultural development pattern to upgrade its further development. From January to October, Rucheng county financial revenue hit 671 million yuan, up 16.8%.

Xiang stressed on his investigation that “the spirit of 18th National Congress of CPC is so profound that people cannot take learning 18 spirits merely as a slogan and a theory, whereas the key point is to learn it thoroughly, grasp it well and master it finally; we need to think of it as a great practice and important means of scientific development; both the two counties should follow them by combining the actual situation to achieve further development.”

Xiang also pointed out that the comprehensive well-off in Chenzhou city can’t work without Guidong and Rucheng County. Both the two counties should try best to catch up with others quickly with scientific, comprehensive and perfect plans and targets. Guidong county should concentrate itself on the brand construction of “health paradise, summer resort” to carry out series of ecological tourism projects and to establish a national ecological demonstration county. Rucheng county should improve to be the high quality agricultural base, hot spring vacation base, industrial transfer base and ecology civilization construction base docking with Guangdong province, Hong Kong and Macau. Both the two counties should speed up their pace on the ecological civilization construction by focusing on the ecological development with their unique features. Meanwhile, both the two counties have to seize the chance of national policy for the poverty alleviation of Luoxiao mountainous area to get more resources and projects. Both the two counties should do good job in integrating urban and rural areas, innovation of social management, reform and opening-up, well-being, etc. to reach the scientific leapfrog development.

Xiang also stressed that both the two counties need to follow the spirit of 18th National Congress of CPC to upgrade the scientific level of Party construction, further emancipate the mind and update the concept to get rid of obstacles on the way of development. What’s more, they will build a learning-oriented, service-oriented, and innovation-oriented administrative team, uphold the people-oriented and scientific development concept, forge the honest and clean government with high quality cadres with the purpose of promoting the leapfrog development with sound working style.
