Recently, the author learned from the relevant departments of Linwu County that Linwu Shunhua Duck Industry Company won the "Governor Quality Award" in Hunan Province. The output value of Shunhua Duck Industry hit 1.1 billion yuan last year. This is the result of the county to promote agricultural industry projects and boost the characteristic county-level economic development.

Linwu County is the major county to support the characteristic county-level economic projects in Hunan Province. The provincial finance has given 180 million yuan for the development of the characteristic county-level economic since 2015. The county made the best use of the situation, strengthened the policy guidance and activated the industry power. In addition to the central and provincial arrangements for the special funds, the county finance budgeted the industrial guidance funds of 20 million yuan and the integrate agricultural special funds of 20 million yuan. At the same time, the county gave full play to the leading role of financial funds, adopted the method of substituting award instead of substitute, and promoted 320 million yuan of social and enterprise funds into the development of characteristic agricultural projects and the construction of characteristic agricultural and sideline products processing industry. The development of characteristic county-level economy has formed a good "fist" effect in the capital investment.

In the implementation of projects, Linwu County focused on supporting Shunhua Duck Industry and other 8 major agricultural enterprises, developed the Linwu Duck and other 6 agricultural characteristic industries, cultivated the development of the Shunfengyuan Taro Industry, Linfu Tea-seed Oil and other 13 agricultural leading enterprises, and developed more than 400 kinds of agricultural products in the agricultural advantage enterprise cultivation and other 5 major projects according with the "586 strategy" characteristic county-level economy. Now there are 65 leading enterprises of agricultural industrialization above county level, 15 leading enterprises above city level, 4 leading enterprises at provincial level, and 2 national leading enterprises. 106 standardization bases of the navel orange, red heart peach and other high-quality fruits have been established, an area of 110,000 mu, and 10 mu of high-quality Camellia oil forest bases have been developed; there are 236 Linwu duck scale farms and 12 million ducks come out each year. The agricultural development projects effectively promoted the development of characteristic county-level economic. In 2016, the county achieved 4.725 billion yuan in the sales revenue of agricultural products processing industry, an increase of 20.9%.
