Chenzhou City has cultivated the mineral gem industry into a special pillar industry with outstanding resource advantages, leading design and creativity, building a mature brand, improving the market system, and developing an integrated development of mining, R & D, design, processing, trade, exhibition, tourism, auction, appraisal, science popularization and service. By 2020, the annual sales revenue of the mineral gem industry will be more than 50 billion yuan and the tax revenue will be more than 3 billion yuan; by 2025, the annual sales revenue will be 100 billion yuan and the tax revenue will be 5 billion yuan.

Chenzhou has actively introduced international and domestic advanced technology and mature technology, relying on Chenzhou's rich tungsten ore, chalcopyrite, wheel ore, fluorite, crystal and other mineral crystals as well as Linwu Tongtian jade, Rucheng seven color stone, Yizhang yellow wax stone, Guidong blue and white stone, Zixing colorful gemstones and other ornamental stone resources, to create the whole industrial chain of mineral gem mining, R & D and design, processing trade, exhibition tourism, etc.

Main supporting tasks:

The first is to run the "CMGE" well, and actively build a comprehensive platform for mineral gemstone industry display, trade and science popularization. Chenzhou will adhere to the exhibition tenet of "gathering global resources, building international brands, expanding exchanges and cooperation, and promoting scientific civilization", and build China (Hunan) International Mineral Gem Expo (CMGE) into an international mineral gem Expo comparable to Tucson in the United States and Munich in Germany.

The second is to build a trading base for mineral gemstone processing. Chenzhou will speed up the construction of "one corridor, three towns and three areas" with "multi characteristics and multi levels" integrating fine processing, trading, viewing and tourism, such as Chenzhou High-tech Zone Mining Crystal Town, Linwu Jade Processing Town and Yongxing Silver Art Town, mining crystal exhibition area, ornamental stone popular science and tourism area, and colorful stone trade and industry zone.

The third is to build a good service system. Chenzhou will simplify the procedures for the import and export of mineral gems, adopt a flexible trade mode conducive to the import and export of gem raw materials, give full play to the functions of gem storage, processing and bonded logistics in the export processing zone, formulate and issue supervision measures for gem storage in the bonded warehouse, and actively support enterprises to set up public or self-use bonded warehouses for gem processing; strengthen the construction of supporting functions such as product research and development, industrial design, cultural creativity, industrial incubation, inspection and testing, education and training, economic and trade tourism, trade expo, financing guarantee, e-commerce, property right transaction, high-tech and safe logistics and distribution.
