Huang Guobin said: there are three strategic considerations for the current rural cultural tourism festival to be held in Chenzhou: first, it is conducive to creating a new growth pole of Hunan tourism plate and balanced development; second, it is conducive to promoting the cultural tourism characteristics of Chenzhou and differential development; third, it is conducive to building a "bridgehead" connecting Guangdong, Hong Kong and Macao and building a "new living room" in Greater Bay Area for coordinated development.

He Jianxiang, Vice Mayor of Chenzhou Municipal People's Government, said: taking advantage of the opportunity of Hunan Autumn Rural Cultural Tourism Festival to be held in Zixing City in 2020, Chenzhou will start to strengthen top-level design, improve product connotation, improve infrastructure, promote rural environmental protection, promote agricultural product sales, develop rural tourism and realize rural revitalization.

In terms of guiding the rational tourism layout of the whole city, Rucheng, Guidong, Yizhang, Anren and other counties in Luoxiao mountain area will be built into the bearing areas of leisure, summer resort, health care and pension, and the national rural tourism poverty alleviation demonstration area; the Xihe scenic belt will be built into a well-known gathering body integrating "eating, living, traveling, shopping, entertainment, nursing and education" in China, and integrating agricultural sightseeing, farming experience, education and culture, rural vacation, ecological leisure, health care and elderly care, sports and fitness and other functions; Dongjiang Lake area, surrounding Mangshan Mountain, Guidong and Rucheng will be built into a gathering area of Chenzhou City's boutique tourist homestay.
