Chenzhou open economy working conference was held on March 27, 2013. It was figured at the conference that opening up was the powerful driving force for Chenzhou city’s development. Undertaking transfer should be paid more attention to promote the Chenzhou city’s transformation on the opening up process. Meanwhile, the opening up platforms should be constructed with faster speed to meet the demand of the comprehensive opening up. Xiang Lili- Secretary of Chenzhou Municipal Party Committee was present at the conference and delivered a speech there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered the working report as well.

According to the working plan, $1 billion actual use of foreign investment, $ 2 billion processing trade and $ 3 billion international trade should be fulfilled in 2013. All those targets were higher than Hunan provincial level. Meanwhile, 3.50 million square meters standard workshops should be established. Furthermore, equal attention should be paid on the construction of project and platform, development of key projects, processing trade and circulation industries, improvement of investment attraction, undertaking industrial transfer, international trade and foreign economic relations, and increasing of actual use of foreign investment, inner capital attraction, foreign trade, standard workshops and investments abroad.

Xiang Stated that it was the distinctive characteristic and driving force of Chenzhou city’s development to be opening up. All the departments should keep following the opening up strategy to create more opening up advantages and to ensure its faster and upgrading development.

Xiang also pointed out that more strategic emerging industries, fine processing industries, and supporting industries should be vigorously introduced into Chenzhou city for further improvement; industrial park platform, custom clearance platform and productive service platform should be constructed well; more opening ideas and innovative mechanisms with strengthened responsibility undertaking should be figured out to guarantee Chenzhou city’s steady and long term takeoff.

Qu Hai stated that in order to fully cover the open economy working targets, more new highlights should be founded on the construction of opening up platforms; more strengths should be placed on the construction of industrial park, standard workshops and functional platforms; more breakthrough should be reached on the investment attraction and undertaking industrial transfer; better ways should be figured out on the innovative investment attraction types, platforms and services; rapid upgrading should be reached on the foreign trade volume and quality; and more optimized exportation structure with new increasing point should be worked out to extend new market and support the further cooperation with foreign countries.
