In recent years, four platforms were built in Guiyang county to promote the clean rural governments and efficiently prevented the agricultural petition and corruption.
The four platforms were as follow:

First was Mobile application platform for rural administrative affairs management- agricultural expo web. This mobile internet platform was set 12 featured columns as rural administrative affairs, finance, management, clean government, party construction, etc.. 100,000pcs 3G smart phones preset with the app of agricultural expo web were handed out to the villagers for free by Guiyang government. Such action enabled the villagers can check the “three rural” issues and favorable policies, rural administrative affairs, finance, etc. whenever they wanted.

The second one was mobile well-being information platform. With the help of mobile MAS information service platform, the “mobile well-being information platform” was established with three sub-platforms as subsidy, pension, and medical treatment. All the well-being information concerned on the standard of subsidy standard and amount, endowment insurance, medical insurance account, favorable policies, etc. would be sent to the villagers’ mobile phones for free.

The third one was monitoring platform for rural collective funds. All villagers and groups accounts information were covered in this management network. All the funds information can be checked online which efficiently regulated the behaviors concerned for the accounts. It was reported that 1700 accounts were submitted online with around 80 million yuan. 226 accounts failed the standard were canceled which helped to save around 0.72 million yuan.

The fourth platform was exchange platform for rural collective assets. A dynamic rural collective assets management platform was established to handle the trading of rural collective assets more than 5000yuan. Followed by the sunshine operation rules, 186 exchanges amounting 88 million yuan were settled by the platform which greatly helped to upgrade the usage of land and increase the income of villagers.
