Notice for Publishing the Propaganda Working Points on Establishment of National Civilized City, National Sanitary City and National Garden City in Chenzhou

In order to propel the “Three Establishments”, and upgrade the city level with higher civilized citizens, the Establishment and Construction Office drew up the following propaganda working points in 2012:
 

Ⅰ.Focusing on the propaganda of municipal main medias
Municipal main medias should take the key function on the propaganda of “Three Establishments”, and accomplish the work arranged by municipal and government leaders:
1. All the channels of Chenzhou television stations should make and broadcast some public service advertisement of “Three Establishments” work, should set the countdown board of “Three Establishments”, and should fabricate some special trailer of the establishments.
2. All the channels of Chenzhou radio stations should carry out some theme activities, should set the countdown board of “Three Establishments”, and should fabricate some special trailer of the establishments.
3. Chenzhou Daily should forge the fine column for the propaganda of the establishments, and keep improvement in some columns like “civilized home, establishment pioneers”
4. Chenzhou News Net should establish “Three Establishments” propaganda windows, and should set the countdown board for “Three Establishments”.

Ⅱ. Enhancing propaganda work of responsible organizations
The responsible organizations are the main forces to carry out “Three Establishments”. They should take the responsibility to propel the working policies and accumulate the establishment experience.
1. The responsible organizations should establish a sound working team to boost the establishment work.

2. All administrative organs, enterprises and public institutions, especially the key responsible organizations, schools, and hospitals should produce some establishment working slogan and set special columns to propagandize their work.

3. Some social teams should carry out colorful pioneers guided civilization activities to make citizens well known and accept the establishment work and join in the propaganda work.

Ⅲ. Powerful propaganda work on renovating citizens’ uncivilized behaviors
A leaf is always full of love and action of civilization. Citizen is the foundation of the city, whose behavior indicates the city’s images. In light of the present jaywalking, over fences, spit and throwing, Chenzhou should integrate the renovation measures with the organizations and people to upgrade the civilized level of Chenzhou.

1. Chenzhou should strengthen the propaganda activities in sanitary, environmental protection, civilization knowledge, city management, traffic regulations and laws.

2. Chenzhou should keep holding the activity of “bad behavior lighthouse” to exposing citizens’ bad behaviors, and keep different concentrated education activities to make people more active in behaving themselves.

3. Chenzhou should reinforce the civilized guidance and laws, and should implement some related responsible regulations to establish the mechanism of integrated work by city management, traffic polices, supervisors, cadres and people.

Ⅳ. Keep good propaganda on “citizens’ civilized awareness”
The “Three Establishments” work is a complex, arduous, durative, comprehensive system. To consolidate the existing development, Chenzhou educational attainments of public morality should be constantly improved.

1. Chenzhou education administrative departments should launch “Love Chenzhou, Civilized Behavior” activities in schools.

2. Chenzhou should improve the mental health, scientific culture, democratic legality and civilized quality of citizens through the theme activity of “stressing civilization, establishing new style”.

3. Chenzhou should keep studying and practicing “Convention of Civilized Chenzhou Citizens” and “Behavior Regulations of Chenzhou Citizens”.

4. Chenzhou should further carry out the theme practicing activities such as “to be a virtuous citizen” and other spiritual issues.

5. Chenzhou should launch “the second image ambassador of civilized citizens” and “civilized knowledge speech contest” to help citizens develop the behavior habit.

6. Chenzhou should carry out the second “Chenzhou Moral Exemplar Reward” to guide people practice the civilized convention conscientiously.

Ⅴ. Keep propaganda of “harmonious family, neighborhood and community”
The establishment of “harmonious family, neighborhood and community” should be carried out on the basis of better quality and more aspects to renovate social service environment, public security environment and public order.

1.Chenzhou should organize more education activities and teams to propagandize the civilized knowledge and government policies to renovate social environment, and should enhance social public culture infrastructure construction.

2. “Three Establishments” slogans should be placed on the gates and gardens of central organizations and communities.

3. Chenzhou should actively boost the establishment work of “no drugs community, organs, and families”.

4. Chenzhou should further carry out the establishment of “star level civilized community” to optimize people’s living conditions.

5. Chenzhou should launch the “six ones of the best and the worst” appraisal to award the best or the worst street, garden, community, market, hospital and school.

Ⅵ.Keep boosting the propaganda of big public parks and scenery belts
Big public gardens and scenery belts are the key points of supervision and need acceleration and quality upgrading.

1. Chenzhou should enhance the construction of “blessing city water scenery belt” along with Chenjiang river, Tongxin river, Xihe river, Suxian lake, Wangxian lake, Lotus lake and Beihu lake to forge the scenery with special Chenzhou features.

2. Chenzhou should carry out the supervision and evaluation activity of “blessing city’s fine scenery travel lines upgrading” to forge sceneries on Nanling road, Chenzhou road and other city road.

3. Chenzhou should make some propaganda boards in big public parks and scenery belts of the center city.

Ⅶ. Earnestly carry out the publicity of enterprises and markets

As the most important basic parts of economy, construction of enterprises and peddler’s markets mostly concerned about people’s profit.

1. Chenzhou should further carry out the establishment of “blessing city’s civilized demonstration shop” to show the presence of civilized people.

2. Chenzhou should enhance the “10 projects of city image construction” propaganda activity to upgrade the Chenzhou’s sanitary levels.

Ⅷ. Keep overall propaganda on main entrances, roads, bus stops, outdoors, large-scale buildings and boards
Chenzhou should make good use of main roads entrances, roads, bus stops, outdoors, large-scale buildings and boards to promote the propaganda with the overall planning concept of economical and social benefit, short term and long term benefit, part and whole benefit.

1. Electronic screens in buildings of the center city should continuously show “Three Establishments” propaganda slogans or public service advertisements.

2. “Three Establishments” countdown board should be placed on Wuling square.

3. Propaganda posters should be stuck on public bus stops of main roads.

4. Establishing advertisement posters can also placed on rubbish bins;

5. Large-scale propaganda boards can be set on main roads entrances to make the best use of road light boxes.

6. Large-scale buildings construction sites along the roads should hang some slogans.

7. The major places and roads of Chenzhou should also hang some establishment slogans.

Ⅸ. Keep best use of the circulating platform

The circulating propagandizing platform is a unique team of establishment work propaganda.

1. All the taxi companies of Chenzhou should stick the slogans on the back of taxies.

2. All the public bus companies should stick the propaganda posters and slogans on the bus and broadcast public service advertisements on its television.
