Notice for 2012 Work Plan on Chenzhou National Civilized City Establishment

In order to propel the establishment of national civilized city and consolidate the achievement of provincial civilized city, upgrade the city level with higher civilized citizens and optimized development environment of economy and society, the Establishment and Construction Office drew up the following work plans for 2012:

Ⅰ. Guiding Ideology and Goal
All work should be guided by Deng Xiaoping’s Theories and “Three Represents”, practiced by scientific development and followed by the working arrangement set by provincial and municipal party congress and two sessions. All work should follow the new requirements of “Four Modernization and Two-oriented”, “Two Speed-up” and “Two Lead” issues, construction of opening-up Chenzhou, transformation development Chenzhou, international and new Chenzhou. Various city spiritual culture establishment activities should be carried out with the goal of accelerating the construction of “Two Cities”, by the motive of trying and testing everything first, by the chance of “Three Establishments”, by the key points of creating better conditions for Chenzhou and upgrading the civilized level of the citizens. All work should be on the basis of new start and newly three years to create refulgence again and build a solid foundation for national civilized city.

Ⅱ. General requirements
All work should be guided by “evaluation system of national civilized city” to upgrade the civilized level of the citizens. Chenzhou should carry out spiritual culture establishment activities such as civilized city, unit, community, school and enterprise with the guidelines of “comprehensive improvement action for uncivilized behaviors of citizens”, “traffic light” action, “civilized and literate citizens”, and “harmony & beauty”. Chenzhou should enrich the establishment content and method to improve its working level and propel the construction of “Two Cities” and build a solid foundation for national civilized city.

Ⅲ. Main Tasks

1. Mainly in carrying out “comprehensive improvement action for uncivilized behaviors of citizens”
1. Chenzhou should integrate the issued measurements for treating uncivilized behaviors to form an improvement pattern of department cooperation and citizen involvement. Chenzhou should take further and stronger actions on civilized city establishment propaganda by using different propaganda methods like municipal media’s special sections, columns, and programs, the “bad habit lighthouse”, “to be civilized citizens” activity, “traffic light” action, and the “queue day” activity. Chenzhou should practice the issued policies to enhance the civilization persuasion and law enforcement. Chenzhou should boost supervision evaluation to make all policies practiced, all work propelled, experiences created, and achievements checked by citizens.

2. Keep promoting integrity running and high quality service movement
Chenzhou should keep propelling the movement of “no fake items in blessing cities’ stores” to focus on standardized services and improve the service attitude, skill, quality, environment of employees. Chenzhou should highlight the “integrity running and high quality service movement” to show Chenzhou images. Chenzhou should improve the integrity education by establishing integrity supervision information platform and carrying out integrity evaluation. Chenzhou should also pay more attention to the spiritual culture construction on private economy.

3. Keep improving “harmony & beauty” construction to propose civilized new activities .The establishment of “harmonious and beautiful family, harmonious and beautiful community” should be carried out on the basis of quality upgrading and on the key theme of “environment remediation, sanitary habit cultivation, interpersonal relationship improvement and new culture trend commencement”. Chenzhou should carry out different education activities on city civilization and strengthen the infrastructure construction of communities.

4. Fully carry out the promotion of civilized etiquette

Chenzhou should fully upgrade the citizen’s morality, physical & psychological health, scientific culture, democracy& legal system and civilized etiquette quality with the theme of “stressing and fostering new practices. Chenzhou should boost the civilized etiquette for every aspect of society and practice “civilized convention for Chenzhou citizens” and “behavioral specification for Chenzhou citizens”. Chenzhou should strengthen the civilization awareness of citizens and helped them form good civilized habits.

5. Keep promoting the volunteer services

Chenzhou should further enlarge the volunteer team by establishing the volunteer recruit and registration mechanism. Chenzhou should form the system of the training and reward to provide volunteers with the basic working condition and protect their legal rights.

6. Keep promoting the activity of “to be virtue youth”

The morality construction for juveniles is one of the key points and preconditions for the national civilized city establishment. Chenzhou should widely carry out education activities of morality, civilized etiquette, and traffic safety. Chenzhou should launch the award activity of “virtue youth” in middle schools and primary schools to mobilize the juveniles to be the morality youth.

Ⅳ. Working measures

1. Enhancing the guidance. Chenzhou should further intensify the functions of arrangement, guidance, supervision, and evaluation; should improve its construction with better understanding of its relationship with different departments; should carry out the work by different means to affirm all work fully practiced.

2. Strengthening the propaganda work. Special columns should be opened in Chenzhou municipal medias to popularize the relative policies, regulations, significances of the establishment of civilized city, to advertise the responsibilities of all society and broadcast the advanced models in the establishment activities.

3. Consummating the works. Chenzhou should follow the “evaluation system of national civilized city” to carry out the evaluation of the center city’s public civilization and consummate the working plan according to disadvantages.

4. Reinforcing the cooperation. All departments like city management, construction, public security, culture, planning, finance, environment protection, and traffic, etc., and three districts and one park should take their own responsibility and unit together to propel the establishment of national civilized city.

5. Practicing all the work. Chenzhou should confirm all work to be practiced well by enhancing the supervision, establishing the supervision, evaluation &award system, and connecting the supervision of departments, citizens, public opinions and etc..
