Notice for 2012 Work Plan on Chenzhou National Sanitary City Establishment

In order to propel the work of national garden city establishment and meet the examination and acceptance inspection of Hunan Housing and Urban-Rural Development Bureau, Chenzhou Establishment and Construction Office drew up the following work plan for 2012 on the basis of “methods for national garden city application and appraisal” and “national garden city criteria”.

Ⅰ.General goal
Chenzhou must follow the requirements listed on “national garden city criteria” to solve the problems and shorten the distance, accelerate the garden city greening construction to upgrade city environment quality, pass the qualification assessment in this September and realize the goal of successfully establishing the national garden city in 2013.

Ⅱ. Main tasks

ⅰ.Accelerating the greenbelt construction

1. Fully completing the green city construction. As required by phase Ⅱ task of the green city construction, 350,000 trees along Wuhan-Guangzhou High-speed Railway, 30,000 trees in the bank of rivers and 27,000 trees for protection forest are planned to be planted. Chenzhou should finish the upgrading for supervision roads and important sections, accomplish three-dimensional greening work with 1.73 million square meters, build 10 new parks and remold 19 parks for quality reconstruction.

2. Carrying out the loess bareness renovation. Chenzhou should follow the “greening resolution of loess bareness in the center city” to carry out the greening work.

3. Promoting three-dimension greening. Chenzhou should accomplish the required three-dimension greening work listed by “three-dimension greening implementation solution in the center of Chenzhou”. All the responsible organizations should form a long-term and three-dimension greening plan to upgrade the greening level.

4. Enhancing the park greenbelt construction. According to “design specifications of parks”, Chenzhou should finish the renovation of some comprehensive parks and build some new parks to increase its comprehensive value, function value, scenery value, and culture value, etc..

5. Intensifying the production greenbelt construction. In the city programming area, relative departments try to choose the place to construct the nursery-grown plant base; meanwhile financial departments should confirm all are fully funded.
 

ⅱ. Consummating the management policies
1. Chenzhou should issue the management policies for both city “blue line” programming and city “purple line” programming before June 30, 2012.

2. Chenzhou should draw out and implement biological diversity protection plans to confirm the regularly used garden plants with not less than 150 kinds.
 

3. Chenzhou should make better revision for different management rules such as green line management, landscaping project management, greening maintenance management, landscaping notification, the big tree transplant control, prevention of foreign species, protection for ancient and rare trees, and voluntary tree planting, etc..

4. Chenzhou should establish the landscaping digital data base and information sharing platform, and establish city landscaping informatization supervision system.
 

5. Chenzhou should protect ancient and rare trees rigorously by carrying out a new turn of inspection work to confirm the latest information on it and record it to the information data base by applying the advanced technology.

ⅲ. Consummating municipal administration facilities.
The construction of municipal infrastructure is quickening to ensure the full completion of urban public toilets, rubbish station according to the provisions of task.

ⅳ.Keeping upgrading of ecological environment
Chenzhou should reduce the air pollutant discharge to make the air pollution index less than or equal to 100 days, reaching more than 240 days.

ⅴ. Enhancing social security
Chenzhou should enhance the construction of indemnificatory housing, complete public disabled facilities, and confirm sound city-village reformation programs.

ⅵ. Consummating the elementary work

1. Remote sensing preparation work should be ready.

2. The city landscaping evaluation should be finished.

ⅶ. Well-prepared for the application
1. Chenzhou should follow the requirements of national garden city criteria and evaluation requests to consummate the preparation work and solve the problems on time.

2. Responsible units should pay more attention to collecting the data and submit it in time as required by the establishment and construction office.

Ⅲ.Work specifications

1. Enhancing the leadership and practicing relative responsibilities. All the relative units should be fully aware of the importance and necessity of carrying out the work.

2. Intensifying the measurements and accelerating the construction. The projects owners should propel the garden city establishment project construction by analyzing practical problems and finding suitable solutions.

3. Enhancing supervision and evaluation. Chenzhou should list the garden city establishment work as one of the comprehensive performance evaluation.

4. Strengthening the propaganda work. Medias should broadcast the garden city establishment work to make all the citizens know and actively take part in the establishment work.

The news media fully mobilize all sectors of society, people's initiative, enthusiasm and creativity to create the good participation atmosphere of everyone concerned, everyone involved. Positive columns are needed to encourage cadres and the masses to actively participate in the activities.
