It was reported that more than 300 million yuan has been placed to the afforestation work in Yongxing county in 2013. Purchase of seedlings, afforestation for barren mountains, closing mountain for afforestation, retreatment for low production forest, urban greening land construction, new parks construction, high standard vertical planting, greening work along expressways, highways, rural roads, greening work for river systems, afforestation work around reservoirs, demonstration towns and villages of greening, and other issues were with great achievements in Yongxing county in 2013.

2014 is the last year for “three-year greening project” and also is a crucial year for the establishment of national forest city of Chenzhou city. All the departments should follow the target to handle the establishment work and make sure the greening project to be fulfilled well. Following are three key points for the work in this winter and next spring:

First, great efforts should be tried on the reforestation work in this winter. Followed with the requirement set in “construction outline of green Hunan province” and the condition of the drought disaster of this year, 0.14 million mu reforestation work should be fulfilled in this winter. Different tasks were set for the barren mountain planting, afforestation by closing mountain and retreatment of low production forest. The reforestation work in this winter should be followed with the time schedule well to ensure its fulfillment on time. All barren mountains planting work should be finished before January 30, 2014 with the key points along channels, rivers, reservoirs and villages & towns. At the meantime, the materials should be well prepared to make sure the reforestation work to be carried out fluently. Enhanced propaganda work on reforestation in winter should be handled out as well with specified targets, responsibility system and measures to ensure all the details to be promoted well. Land preparation should be carried out beforehand to lay sound foundation for the winter reforestation work. Besides those, a “million rare species planting project” should be carried out actively to meet the target that over 0.1 million rare plants can be survived in the villages and towns. Quality control, supervision, technological guidance, and other relative services should be taken to ensure the reforestation work to be finished successfully with high quality.

Second, greening work in urban and rural areas should be promoted overall. Followed with the construction standards and requirements for six projects as“urban city alameda construction, parkway construction of parks and squares, greening construction of units’ courtyards, parking slots construction, vertical greening construction and ecological restoration construction”, the urban city greening work should be promoted forcefully to finish 0.1 million square meters urban greening area, 2 gardens, 400 square meters vertical greening areas, etc. Channel greening work should be promoted forcefully as well, especially for Chenyong avenue, Yindu avenue, and some expressways, highways and rural roads. Greening work on water systems should be paid high attention as well to carry out some recovery and upgrading work of rivers and reforestation work of reservoirs. Greening work for rural villages and towns should be upgraded to handle some demonstration projects construction and rare species planting project. Besides those, some fine projects should be protected and improved better.

Third, much more efforts should be placed on the forest protection. Specified management and protection accountability mechanism should be implemented fully. Enhanced fire prevention work should be handled to meet the target that the risk rate of forest fire should be less than 1‰ and no casualty accident. Upgraded propaganda work should be carried out to make all the people aware of the significance of fire prevention to control the source of ignition. More patrol actions should be acted to inspect the key area to prevent the fire. More strict punishment measures should be applied to punish the illegal behaviors on using fires in open fields. On duty schedules should be figured out to make sure 24-hour on guide. At the meantime, fire prevention material should be prepared in advance to guarantee the accident can be controlled well in case it happened. Specified responsibility system should be implemented well to guarantee the fire prevention work to be implemented accordingly.
