In order to promote the forest city construction of Chenzhou city and reach the harmonious social and economic development, this solution was figured out on the requirement of “Chenzhou Municipal Party Committee and Chenzhou Government’s decision on promotion of establishment of national forest city ” and on the basis of local practical condition. 

First, guiding ideology

All actions would be followed with the guidance of Deng Xiaoping Theory and the important thought of Three Represents to implement the scientific concept of development. Further promotion of the construction of “forest Chenzhou” should be with the main line of accelerating the transformation of economic development, lead of “two-oriented society” construction, and key points of ecological construction, forest technology innovation and environmental management.

Second, main objectives

1. Series forest technological projects should be implemented; more supports should be placed on the cooperation between forest technological institutions and enterprises to promote the technological innovation and transformation of scientific achievements;

2. 1-2 provincial scientific demonstration base should be established, such as Mangshan natural museum and Nanling botanic park;

3. Much more attention should be placed on environmental protection and pollution control projects;

Third, main contents

1. Better propaganda and service should be carried out. More propaganda work for establishment of national forest city should be handled out on different activities; enhanced technology support should be provided to basic level departments by the scientific staffs; some symposiums or other propaganda activities should be held to upgrade the public’s awareness of low carbon living style and environmental protection;

2. Sound construction work should be carried out on different level bases, such as scientific featured industrial base, popular science base, etc..

3. Highly promoting the forest scientific innovation, especially the cooperation between institutions and enterprises to improve the progress of forest technologies;

4. Playing strong efforts on the environmental protection, especially the treatment of heavy metal pollution.

Four, working measures

1. Enhanced leadership: a special working leadership team on establishment of national forest city would be formed in Chenzhou Municipal Scientific Bureau to organize and coordinate the establishment work;

2. More job involvement: all the departments should combine the work of establishment of national forest city and “three establishments” project to collect more greening funds and play much more supports on the forest technological innovation to obtain national and provincial project funds;

3. Strengthened propaganda: more activities should be held to create a sound atmosphere of establishment of national forest city and make better public awareness of this issue to attract more people join in the establishment work.
