A working conference for Chenzhou industrialization and informatization & development of non-public economy and industrial parks’ economy was held in Chenzhou city

It was reported that a working conference for Chenzhou industrialization and informatization & development of non-public economy and industrial parks’ economy was held in Chenzhou city on March 4, 2014. It was stated that on the conference that great efforts should be tried to achieve break through on industrial transformation. The new style industrialization should be kept as the first driving force to forge Chenzhou city to be a strong industrial city and keep Chenzhou city to be placed in the first phalanx of industrial development in Hunan province. Xiang Lili- Secretary of Chenzhou Municipal Party Committee attended the conference and delivered an important speech there.

The main targets for Chenzhou industrialization and informatization, non-public economy and industrial parks’ economy were as follow: the total scaled industrial added value should reach 110 billion yuan with an increase of 13.5%, ranking top three place of Hunan province on both the volume and increase; the increase of industrial fixed asset investment and industrial technical improvement should reach 22% and 23% respectively; strategic emerging industries should take 24% of the total scaled industrial added value; the 2% increase should reach for added value of high-tech industries and scale industries of industrial parks of total scaled industrial added value separately; the added value of non-public economy should increase 12.5%; and the energy consumption for ten-thousand-yuan scale industries’added value should decrease 5%.

Xiang said that Chenzhou city’s industry was improved steadily with earlier six years efforts and a development method suitable for Chenzhou city’s practical condition was figured out on the process as well. All departments should be highly aware of the achievements and weak points of Chenzhou city’s industrial transformation and development. Currently, Chenzhou city is still with the resource-based economic structure, lacking of the supports of large enterprises and projects. Its industrial agglomeration advantage is weak, technological innovation capacity is poor, producer services is promoted slowly and it is under high pressure on environment and resource. All departments should accurately grasp the stage characteristics and requirements of the development stage and keep playing the first driving force role of new style industrialization.

Xiang Lili said 2014 is the last year for the “three-year project”, so some remarkable achievements should be reached on industrial transformation. First, the total industrial volume should be kept in the first phalanx of Hunan province. Second, added value of scaled industries in industrial parks should take 60% of total volume of Chenzhou city. Third, Chenzhou High-tech Industrial Zone should be upgraded to national level industrial park with over 100 million yuan value, which helped to preliminarily reach the goal to “build a new sub-district”. Fourth, “five-one” strategic system for non-ferrous metal should be finished and some relative projects as State Quality Inspection Center of Precious Metals, Hunan Nonferrous Metals ( Chenzhou ) Price Index Research Center and index network and World Non-ferrous Metals Museum should be finished and placed to operation. Fifth, the private enterprises leading by “eight King Kong” should become the main force of industrial economy. Sixth, Chenzhou city should be established as “dry port”city and should be upgraded as sub-central city of Hunan provincial exhibition economy. Seventh, some strategic industries as new energy, new material, device manufacturing, and etc. should be promoted well to enable its total output value exceeds traditional mining industry economy. Eighth, series technological platforms as key labs should be finished in Chenzhou city to assist Chenzhou city’s precious metal research and development to be ranked in top place. Ninth, some more companies should be listed successfully or under listing procedures.

Xiang Lili required that in order to fulfill the targets, much more attention should be placed in following six points: projects, investment attraction, producer service, industrial parks, innovation and environment. Enhanced reform work should be carried out in great industrial areas to stimulate the development vigor of industrial parks, accelerate the administrative approval efficiency on industrial projects, promote the listing procedures preparation of enterprises, and upgrade the transformation development of service industries.

Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference. Zhang Aiguo- Member of Chenzhou Municipal Party Committee Standing Committee and Deputy Mayor of Chenzhou City delivered a working report on the conference. Some other municipal leaders of Chenzhou city attended the conference as well.
