Chenzhou city of Hunan province and Shaoguan city of Guangdong province would be placed as the key cooperation areas

It was learned that an agreement on enhanced cooperation between Hunan province and Guangdong province was signed by the two provincial governments in Guangzhou city recently. It planned to take Chenzhou city of Hunan province and Shaoguan city of Guangdong province as the key cooperation areas to construct the open cooperative plot.

It was introduced that the idea on building cooperative plot in the border regions of Hunan province and Guangdong province was once presented by Guangdong party and government administration delegation when they visited Hunan province in last August. Followed with the preliminary investigation and proof, Chenzhou city and Shaoguan city were selected as the key cooperation areas of the two provinces. The key industrial zone which was confirmed by the two cities would be established as the co-construction industrial zone to explore more innovative mechanism, break the limitation of administration regions and promote regional cooperation.

As introduced by Xiang Lili- Secretary of Chenzhou Municipal Party Committee, there are 500kms long boundary lines between Chenzhou city and Guangdong province. Yizhang, Linwu, Rucheng and Guiyang county were bordering on Guangdong province, which have close communication with Guangdong province. Over 60% investment projects in the area were from Guangdong province, HK and Macau, which enabled the area with unique advantage to build the cooperative plot together with Guangdong province. Concerned for the cooperation model, it would follow the examples of “Yue-Gui (Zhaoqing- Wuzhou) special cooperative plot” and “Shen-Shan (Shenzhen-Shantou) special cooperative plot”to construct the plot with unified planning, joint construction of infrastructures and unified layout of key industries.

According to the agreement signed between Hunan province and Guangdong province, more favorable policies on planning, industrial development, finance, tax, land, investment and financing, and etc. would be obtained by the two provinces from the State to guide and encourage more production factors to join in the plot construction. It aimed to forge this cooperative plot to be a typical case for the cooperation between central and western regions of China and costal open economic belts.
